The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of Finance and Operation, Office of Security, Facilities and Logistics, Administrative Support Services Branch. The incumbent analyzes and advises management on the evaluation of a variety of security-related programs, contracts on physical/personnel security and continuity of operations.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Management and Program Analyst, GS-0343-14, you will be responsible for:• Serving as Contracting Officer's Representative (COR) for a variety of security-related contracts in the areas of physical security, information, personnel security, and continuity of operations contracts. Applies a variety of federal contract laws, regulations and procedures to determine requirements, ensure performance, and resolve problems. • Serving as a consultant in the overall management and implementation of security-related contracts as they relate to physical security (automated systems, guard contracts, etc.); personnel security (interagency agreements regarding background investigations, automation services contracts, support contracts); information and continuity of operations services (including contract support for administration of Continuity of Operations (COOP) development, exercises, and automation tools). • Evaluating and advising on organizational methods and procedures. Analyzes management information requirements. Develops, analyzes, and evaluates new or modified program management policies, regulations, goals, or objectives. Develops procedures and systems for assessing the effectiveness of programs/management processes. • Providing advice and consultation to Department officials and customers as it relates to budgets, costs, contracts, and overall program administration for security-related services. Evaluates, recommends, and facilitates implementation of new approaches and alternatives to address current or anticipated problems in program administration for security-related services.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in managing, coordinating and monitoring security-related contracts, programs or projects.2. Experience in Contracting Officer's Representative (COR) responsibilities (e.g., technical oversight, timelines, delivery of quality goods or services, evaluate, report, review or validate).3. Experience in administrative laws, policies, or regulations in accordance with applicable security-related programs.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of Principal Office (PO) security-related program goals and objectives, the sequence and timing of key program events and milestones and methods of evaluating the worth of program accomplishments.2. Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management security-related processes and systems.3. Ability to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommended actions, where the proposals involve substantial PO resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.4. Knowledge of security-related programs and key administrative support functions within the employing Principal Office (PO) or other agencies.
