Duties
As a Staff Accountant (Senior), you will:
Provide expert advice on a variety of complex and unique accounting problems and prepares technical reports, analyses and exhibits on findings, recommendations and alternatives for FFB's Director of Accounting. Oversee the implementation of recommendations and solutions and provides training and guidance to junior accountant staff. Incumbent also coordinates the implementation of new or revised procedures involving the numerous types of accounting operations in the FFB.
Support accounting system development for FFB's Loan Management and Control System (LMCS), including but not limited to, authoring and reviewing functional requirements for system changes, enhancements and fixes, conducting user acceptance testing (UAT) for system changes, writing test plans for system development and enhancement work, and liaising with intern IT staff on issues affecting the LMCS system.
Conduct research and analyses for various accounting, financial, and budgeting processes used by the Federal Financing Bank (FFB) in support of its overall financial management responsibilities. Serve as subject matter expert for the accounting operations of the FFB.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-14: You must have one year of specialized experience at the GS-13 level or equivalent in the private sector that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
Experience conducting or overseeing accounting audits or responses to accounting audits in conformity with professional and regulatory standards; AND
Experience researching accounting policies and regulatory guidelines to provide authoritative recommendations to management; AND
Experience analyzing internal accounting and financial reporting systems for adequacy and recommending technical modifications and improvements.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
Basic Requirements for Accountant 0510 series:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
