This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is an Army Acquisition, Logistics and Technology Workforce position.
Duties
Serve as a Cybersecurity Specialist in accordance with the Army Regulation (AR) 25-2,Information Management Army Cybersecurity and other statutory and regulatory requirements.
Acquire and manage the necessary resources to support information technology (IT) security goals and objectives and reduce overall organizational risk.
Advise senior management on risk levels and security posture.
Collect and maintain data needed to meet system cybersecurity reporting.
Communicate the value of information technology (IT) security throughout all levels of the organization stakeholders.
Evaluates and approve development efforts to ensure that baseline security safeguards are appropriately installed.
Participate in the development or modification of the computer environment cybersecurity program plans and requirements.
Develop and apply IA and cybersecurity requirements for adequacy and effectiveness of security measures, continuity of operations, and protection of systems and system content.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirement.
- This position requires Information Assurance Management (IAM) Level III certification or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. To qualify you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; often reviewing work completed by others;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, you must meet the specialized experience. Specialized experience is defined as one year of specialized experience equivalent to the next lower grade level (NH-02/GS-11) in the Federal service which includes 1) Providing status reports or updates to management as needed for cybersecurity concerns on assigned systems; 2) Providing support or evaluating enterprise IT Systems (e.g. hardware design, operating systems, and software applications) to ensure they meet security requirements; 3) Conducting risk assessments or developing plans to avoid or reduce risks; 4) Enhancing information security controls to support cybersecurity requirements; and 5) Ensuring all Information Security or Commercial Off-The-Shelf (COTS)/Government Off-The-Shelf (GOTS) within the area of responsibility are properly authorized in accordance with defined policies and practices.
