The primary purpose of this position is to serve as a senior legal advisor, providing support for all Air Reserve Component healthcare provider programs; to serve as the MAJCOM fiscal law expert; and to serve as the MAJCOM ethics counselor.
Duties
DUTY 1:
Provides wide ranging legal advice and guidance to the AFRC Headquarters Staff in the areas of administrative law and ethics to ensure compliance with statutes and regulations controlling the administration of the Command and the ethical climate therein.
DUTY 2:
Provides legal advice, counsel, and opinions to AFRC/CC, AFRC/CD, AFRC/DS, and AFRC/FM or designated supervisor, on complex legal issues related to these areas of expertise.
DUTY 3:
Examines legal issues raised by requests for formal opinions.
DUTY 4:
Serves as a Senior Administrative Law Attorney, providing general legal advice on assigned administrative law issues.

- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
- Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
- The work is sedentary and involves intense concentration. Stress levels equal those experienced by senior legal practitioners in the private sector.
- The work is normally performed in an office setting. The work area is adequately lighted, heated and ventilated. The environment involves everyday risks or discomforts that require normal safety precautions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active ( or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, such as: Research and respond to difficult legal questions and methods of research, analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments; Examine, interpret, and advise on cases, instruments, directives, and makes recommended improvements or reversal of any adverse trends with attention to high risk/problem prone areas of adjudication; Provide legal advice on high-level inquiries, proposed legislation, policies, and regulations where a legal or legal related issues is involved; Develop solutions to problems involving highly intricate legal, factual, and political questions, and provides correct, practical legal advice and services in a timely manner. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of law, legal principles, and federal regulations relevant to the duties of the position and experience to provide timely and pertinent legal advice and counsel to command and management and represent AFR interests.
2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
3. Demonstrated skill in quickly and accurately recognizing key facts, assessing their significance, correctly applying pertinent legal standards and principles, and applying well-reasoned analysis to reach clear, concise conclusions.
4. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.
5. Proven skill in effectively communicating with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings, and in maintaining good working relationships with government and non-government entities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
