The primary purpose of this position is to serve as an Environmental, Real Property, Legal Assistance, and Occupational Health and Safety Legal Advisor in all areas of Environmental and Real Property Law to include advising management officials, Command and members of staff, to act as assistant to the Chief of Environmental Law on any matters which may arise, and to act as Chief of Environmental and Real Property Law during absence of incumbent.
Duties
Advises the 78 ABW Commander, as well as subordinate and tenant unit commanders and managers, on a host of Environmental and Real Property law matters.
Evaluates claims by and against the government, assesses legal risk, and recommends disposition.
Environmental law includes real property management, energy initiatives, environmental planning, environmental compliance, environmental protection, natural and cultural/historical resource protection, and occupational safety and health, and responsibilities in Real Property including the correct disposition of government owned real property.
Administrative proceedings, public notice meetings, hearings before state or local environmental regulatory bodies. As required, may assist Air Force Legal Operations Agency (AFLOA) field support centers in preparation for labor, employment, environmental, contract, tort, or utility litigation, conducting investigations to obtain and preserve evidence, managing discovery at the installation, reviewing agency records for relevant material, assisting in the interview or deposition of witnesses, aiding in the preparation of motions and other procedural submissions, providing support for settlement discussions, Records of Decisions, Enforcement Actions, and advising Installation officials on actions and decisions related to the case.
Provides legal assistance to active duty military, dependents, eligible Department of Defense (DoD) civilians, retirees, and other DoD cardholders, consistent with Air Force Instructions (AFIs) and legal office policy.

- Incumbent must be a graduate of law school accredited by the American Bar Association and be admitted to the practice of law before the highest court of a state, territory, possession, or commonwealth of the United States.
- Mobility is a condition of employment. The incumbent must sign an Air Force-wide mobility agreement.
- Employee must maintain current certifications.
- Attorney appointments are subject to serve a one-year probationary period.
- Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Basic Qualification Requirement: You must meet ALL of the following qualification requirements and provide documentation to support your qualifications (Failure to submit the required documentation will result in you being rated ineligible.
1. Education: Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association.
2. Bar Membership: Active membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia; never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia (Failure to provide documentation of bar membership and good standing will result in an ineligible rating.)
3. Professional Experience: You must have professional experience in excess of two (2) years commensurate with the duties and responsibilities of this position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of applicable law pertaining to the specialized areas of legal practice, as determined by the SJA, in order to provide legal advice and counsel to command and management and represent AF interests.
2. Sufficient knowledge of federal, state, and local law, as it impacts the private individual, to provide personal legal assistance to eligible beneficiaries across the typical range of the AF legal assistance practice.
3. Skill in recognizing and analyzing key legal issues in a factual situation and applying well-reasoned analysis toreach clear, concise conclusions.
4. Ability to research legal issues, analyze complex factual situations in light of general legal principles and the results of research, and prepare legal opinions.
5. Ability to communicate effectively with a diverse group of individuals, in and outside the legal profession, both orally and in writing, in both formal and informal settings.
6. Ability to prepare cases for trial and/or try cases before a court, administrative body, or an official having quasi-judicial power.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
