The primary purpose of this position is to serve as a legal advisor, providing support as Ethics Counselor to all sections of the 78 ABW Staff Judge Advocate Office for all ethics, standards of conduct, and other civil law-related issues.

Duties

As Senior Attorney and subject matter expert, plans, organizes, and directs the 78 ABW/JA Ethics Program, ensures compliance with legal and regulatory requirements, and provides oral and written advice on all ethics and standards of conduct matters. As a senior attorney, provides expert legal advice and counsel to commanders and staff on laws and regulations associated with ethics and standards of conduct, administrative law, claims, general civil law and Magistrate Court issues. Provides written and oral opinions on complex questions relating to ethics and standards of conduct, and other civil law matters arising at the installation or any of the geographically separated units. Provides assistance and advice to lesser experienced civilian and military attorneys on all facets of ethics, standards of conduct, and other civil law matters. Assists Chief in preparation and presentation of ethics and standards of conduct training courses, as well as other civil law matters. As a senior attorney, serves as lead attorney on complicated ethics, standards of conduct, and other civil law problems, as assigned, whenever they may arise, including but not limited to claims filed with the Armed Services Board of Contract Appeals, appeals therefrom, and any other civil-law related litigation and investigation.

  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • Employee must adhere to the Air Force Rules of Professional Conduct.
  • Employee may be required to work overtime.
  • Employee may be required to travel for temporary duty (TDY) away from home station.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Bar Membership: Active membership in good standing in the Bar or highest court of a state, or U.S. territory, U.S. commonwealth or District of Columbia; never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia (Failure to provide documentation of bar membership and good standing will result in an ineligible rating. Professional Experience: You must have professional experience in excess of three (3) years commensurate with the duties and responsibilities of this position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of law equivalent to graduation from an accredited law school and admission to the bar of a State or District of Columbia. 2. Professional knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to ethics and standards of conduct matters. The Federal Acquisition Regulation (FAR), and the Department of Defense, Air Force, and command supplements thereto. 3. Professional knowledge of Federal statutory and regulatory provisions, and Agency policy guidance bearing on miscellaneous civil law matters. Skill in interpreting the Jaw and applying it to specific situations and the exercise of legal judgment. 4. Where required, knowledge of applicable Federal statutes, case law, Executive Orders applicable to Government contracting, privatization, ethics, and fraud remedies issues, the Federal Acquisition Regulations (and Department of Defense, Air Force and command supplements thereto), and the U.S. Code as applied to criminal and civil litigation. 5. Skill in communicating effectively, both orally and in writing, with both professionals and non-professionals. Skill in making oral presentations to peers, clients and other Federal officials. Ability to tactfully advise senior leadership on sensitive legal issues. 6. Proficiency in the techniques of legal research and familiarity with civil law areas and other resources used to perform research. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
