The primary purpose of this position is to serve as the headquarters Personnel Contingency Plans and Programs Manager and senior analyst responsible for the development, analysis, implementation and evaluation of all facets of Contingency and Wartime planning at the Air Component level and in support the combatant command, United States Southern Command (USSOUTHCOM).

Duties

Serves as the headquarters expert in the management and application of Services specific contingency, wartime, deployment and sustainment planning of Air Force and joint forces as outlined by the National Defense Strategy, United States Air Force (USAF) and Joint Doctrine, Global Force Management and Implementation Plan, and United States Southern Command's (USSOUTHCOM) campaign plan. Senior planner for 12 Air Force South (AFSOUTH) Joint Operations Planning and Execution Systems (JOPES) and Deliberate and Crisis Action Planning and Execution Segments (DCAPES) automated capabilities residing on the Global Command and Control System (GCCS) network. Program manager for Current Operations activities. Responsible for compliance with Joint Chiefs of Staff (JCS), Headquarters (HQ) United States Air Force (USAF), Air Combat Command (ACC), ComponentNumbered Air Force (C-NAF), Combatant Command and United States statutes with directive, legal and regulatory guidance. Senior Personnel analyst responsible for Personnel strategic and planning analysis. Responsible for developing long and short-term strategies for personnel readiness contingency planning. Documents planning and programming decisions in appropriate formats to meet Air Force, Major Command and Combatant Command requirements. Key Member of the 12 Air Force (AFSOUTH) Crisis Action Team. Serves as the Services Contingency Plans & Program Manager for the Crisis Action Team and/or Operations Planning Team (OPT) and manages all the administrative, executive and technical functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience gained while executing orders in the planning, deployment, and sustainment of personnel. Directing short and long-range programs addressing a broad range of organizational policies and programs at the various levels and locations overseas. Exercising authority and making decision regarding resource allocation within the headquarters, in assigned units and assigned subordinate organizations. Advising and making recommendations to leadership on implementing and enforcing manpower and personnel initiatives across the assigned organization. Developing and conducting comprehensive studies using a variety of qualitative and quantitative techniques; planning, organizing, and negotiating with senior analysts and management to accept and implement recommendations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of various specialized planning, personnel movement and sustainment principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge of global personnel management and implementation guidance, deliberate and crisis action planning, expeditionary organizational concepts, and command and control of personnel in temporary locations, in various expeditionary structures. Knowledge of services contingency planning with special emphasis in determining and managing requirements during conflict, personnel sustainment, and personnel accountability. Skill in developing and conducting comprehensive studies using a variety of qualitative and quantitative techniques; prepares solutions to resolve substantive and often unprecedented problems and issues of effectiveness and efficiency of work operations in a higher organizational level program; evaluates and analyzes facts; draws conclusions; devises solutions to problems; identifying changes and trends; and prepares and presents briefings and reports. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
