The primary purpose of this position is to serve as Joint Training Program Manager for the NORAD and USNORTHCOM training and exercise program, responsible for developing and capturing training and exercise objectives necessary to train NORAD and USNORTHCOM staff in their defense support of civil authorities and security cooperation missions.

Duties

As a Joint Training System Program Manager, for the NORAD and USNORTHCOM lessons learned and corrective action program, the incumbent is responsible for the development of Combatant Command- level policy, processes, and procedures for the programs of the two Commands. Establish, revise, and execute a comprehensive, organization-wide joint training and education program across the Commands' mission sets. Develop and manage the Commands' Joint Training Schedule. Administer the Leaming Management System (LMS) applications on NIPR, SIPR and NEN networks for personnel assigned to NORAD and USNORTHCOM Directorates, Special Staff, Subordinate Commands, Service Components and NORAD Regions.

  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, CONT below:
  • CONT: Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

Qualifications

CONDITIONS OF EMPLOYMENT CONT: This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 1712 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; Training exercises such as defense support of civil authorities and security cooperation; staff exercises; region and subordinate command exercises; and interagency and international exercises; Integrating air, land, maritime, space, cyber, missile, and command and control mission and training readiness requirements into ARDENT SENTRY exercises, analyzing alternative courses of action and implementing coordinated, viable solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in training program management. 2. Ability to interpret military law, joint plans, policies, and practice is required. 3. Skill in training concept utilization. 4. Knowledge of crisis response processes and control systems. 5. Skill in communication. 6. Knowledge of security policies and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
