The primary purpose of this position is to Serves as the Education and Training Officer, North American Aerospace Defense Command (NORAD) and US Northern Command (USNORTHCOM) Joint Training, Exercises, and Wargaming Directorate, J7; serves as the commands' education and training program manager and administrator.

Duties

Establishes programs, policies, and curriculum for national homeland defense, homeland security, defense support of civil authorities, theater security cooperation training, digital education and training, language and cultural topics, and other education initiatives to support the NORAD and USNORTHCOM missions. Develops, coordinates, and maintains NORAD's and USNORTHCOM's training and education programs based upon the commands' and components' training requirements. Researches, assesses, and institutes within NORAD and USNORTHCOM, education and training opportunities available throughout the DoD, other Federal Agencies, and other recognized public or private organizations. When education or training is required in mission areas where no instructional materials exist, the incumbent develops courses and materials at the appropriate level to satisfy the requirement.   • Experience teaching in an adult education program, secondary school, college, military instillation, or defense-related industrial establishment or other training program supervisory or administrator experience is desirable.
  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
  • The incumbent will be required to perform approximately 100 days TDY per year attending meetings, conferences, exercises, and seminars.
  • The incumbent will be required to travel by military and/or commercial aircraft in the performance of assigned duties.
  • May require driving to other instillations to attend meetings and conferences. As appropriate, a valid driver's license is required for the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes one year of specialized experience equivalent to the GS-13 grade level that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Developing or reviewing of training/course materials, aids, devices, etc., and evaluation of training results; Working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; Evaluating training and education requirements and shortfalls and anticipate future training requirements is required; Leading and directing the efforts of a small-sized staff in the planning and execution of internal functions, goals, objectives, and working processes pertinent to developing and conducting training and education; Planning, developing, and executing; Managing existing programs to meet evolving education and training requirements; developing and evolving curricula, and implementing instructions that support the commands' requirements to maintain Joint and mission readiness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to lead the development of relevant course materials and knowledge of instructional methods, principles and techniques is essential; Ability and experience to instruct course material and to supervise the instruction of course material in a classroom setting, at the appropriate level, is required. Knowledge of the command's training and education requirements and shortfalls is necessary, as is the ability to research and develop plans, programs, and educational courses to address shortfalls; Ability to evaluate the commands' training and education requirements and shortfalls and anticipate future training requirements is required. Ability to formulate, justify, submit, implement, manage and execute a budget is required; Skill in research processes and procedures are necessary to identify priorities and develop a command-wide research agenda. Knowledge of Joint Training System concepts, model and methodologies is required as is the ability to apply the concepts to meet the commands' training and education objectives and reporting responsibilities; Knowledge of Department of Defense security policies and procedures. Skill in the use of standard research tools, and office production and management software (e.g. Microsoft PowerPoint, Word, Excel, Outlook, Project, and other research tools, and the Internet) is essential; Ability to communicate, orally and in writing, with internal staff and external agencies in the planning, coordination, and execution of the directorate's training mission is required. Ability to lead and direct the efforts of a small-sized staff in the planning and execution of multiple joint CJCS-directed and NORAD and USNORTHCOM internal functions, goals, objectives, and work processes pertinent to developing and conducting training and education; Ability to supervise, mentor, motivate, and appraise civilian and military subordinate personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
