The primary purpose of this position is to serve as Joint Operations Center and Contingency Command Center Training Programs Branch Chief, planning branch activities and directing, organizing, and exercising control over nonsupervisory employees assigned to Joint Operations Center Training Programs.

Duties

Plans, organizes, and directs the activities of the Joint Operations Center Training Programs Branch, ensuring that Joint Operations Center Initial Qualification Training and Initial Certification Training, and USSP ACECOM Combined Functional Space Component Command Missile Warning Center and NC Special Activities Contingency Command Center, Continuation Training, and Tier 1 exercise activities comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents NORAD and USNORTHCOM with a variety of installation and functional area organizations. N and NC JOC, MWC and NCSA CCC Command Center Training Subject Matter Expert, Watch stander, and Senior CCC Trainer.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.

Qualifications

CONDITIONS OF EMPLOYMENT CONT: This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This is a Term position NTE 15 JUN 2025; the individual selected for this position may be non-competitively extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1712, Training Instruction series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: 1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). 2) Supervising or administering a training program. 3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results. 4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, and methodologies pertaining to building, maintaining, and delivering Joint and Combined Training, Qualification Training, Certification Training, Exercises, and Digital Literacy. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of the National Military Command System (NMCS), Integrated Tactical Warning/Attack Assessment (ITW/AA), Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA) missions, mission essential functions, doctrine, concept of operations, and systems. 6. Knowledge of CCMD peacetime and wartime event characterization, assessment, and authorities. 7. Skill to identify, develop, and deliver relevant and effective Joint and Combined training requirements and content. 8. Skill to identify training program shortfalls and deficiencies, anticipate future training requirements, develop alternatives, and formulate solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
