The incumbent will design, lead, and manage projects requiring excellent Project Management skills that include knowledge and experience with workflow analysis (clinical/administrative), various communication and information sharing technologies (e.g. SharePoint and related databases, Intranet/Internet sites, Microsoft file sharing, etc.), and able to provide consultative guidance to management/leadership to effect improvements in mission effectiveness, resource utilization and cost savings.

Duties

Major Duties The incumbent takes on a leadership role in improving CMCVAMC operational processes, in the realms of efficiency, communication, and information sharing. The work requires primarily a high order of analytical ability combined with a comprehensive knowledge of the capabilities of electronic information sharing and workflow-assisting technology. Leads complex, interdisciplinary, and improvement initiatives using systems engineering principles. Serves as the technical specialist for CMVAMC for design, management, and improvement of CMCVAMCs primary internal customer information sharing and collaboration tools using SharePoint Portals. Builds tools to address both common and unique department electronic workflow and business automation needs using established principles of web design and portal architecture. Creates toolset manuals and provides training as well as technical support. Provide consultative support on identifying appropriate process measures and monitors for quality and performance improvement based on workflow analysis tools and principles. The incumbent will serve as an internal consultant to groups working to improve quality and performance by helping them identify the most feasible methods of aggregating, storing, and communicating measures and monitors to ensure quality outcomes. To this end, the incumbent will help performance teams develop process maps and identify steps critical to data collection and analysis strategies to measure current system capabilities. Serves as the portal solution developer responsible for creating, designing, and maintaining SharePoint pages, parts, site pages, web part pages, workflows, forms, custom navigation elements, custom content types & site columns, retention policies, site governance and solutions for CMCVAMC's SharePoint Portal. Provides expert database creation and management advice to optimize operational capabilities including interfacing with VISN, IT Regional, and national standards and new capabilities. Administers, creates, and modifies customer sites, creates and manages accounts, and creates web parts and data base driven components. Responsible for developing concepts and documentation, recommending, analyzing, and implementing privacy and security strategies, and ensures the facility's Intranet presence and portals comply with development guidance, policies, standards, and best practices. Develops, implements, and integrates systems according to the operational organizational and mission relationship between CMCVAMC and the CBOCs. Researches new technologies and conducts comprehensive evaluations based on current and future agency requirements; prepares and presents position papers proposing adoption of promising new developments. Designs new technical and operational functionality within the Intranet and SharePoint environments with an eye toward reusability applicability, and sustainability to other department common workflow needs and problems. Maintains accuracy of both internal and external Web links and develops user-friendly interfaces for Web and integrated databases. Troubleshoots and provides administrative and technical assistance to all users within CMCVAMC in reference to SharePoint Portal development, usability, content management, communication integration, workflow management, calendaring and scheduling and data search capabilities. Establishes and maintains portal sites using Microsoft's SharePoint Server 2010 or greater (SPS) and SharePoint Designer, InfoPath and other administrative and management tools. Adjudicates technical and version control conflicts. Manages upgrade pathways and provides training to content and site managers to perform updates and data migration. Works directly with the facility, regional and national privacy officers to create actionable monitoring policies and procedures to protect sensitive information on the Intranet. Reviews and appraises existing operating methods, practices and procedures to detect operating deficiencies, inefficiencies or unfavorable trends with responsibility for recommending adaptable solutions to achieve desired goals and objectives. Designs and specifies innovative methods and approaches for the integration of advanced systems with proven management practices. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge and skill to develop and modify SharePoint architecture and implementation, including 'back end' databases, structures, logical hierarchies, and code-level tools, as well as 'front end' tools and products such as web home pages and portal site set up. Knowledge of HTML, JavaScript, ASP.NET, XSLT/SML, CAML, CSS and JQuery, SharePoint software packages that use/generate HTML code, HTML graphics and at least on graphic production software package, preferably Adobe Photoshop. Skill in applying a wide range of quantitative and qualitative analytical and evaluative methods, techniques, and studies to assess program development, execution, and improvement. Works effectively under pressure Analyzes technologies, technical processes and/or functions, document findings, identify areas for improvement and create specifications and implement. Conveys changes in mission or organization, provides advice and guidance on plans or proposals, interpret policy and regulations Thorough grasp of Information Technology systems, services, characteristics, and concepts Utilizes independent judgement in determining the specifics of projects or particular issues, in setting the appropriate courses of action, and establishing priorities. Interpret guidelines and make effective decisions where standard practices and guidelines do not exist.
