The primary purpose of this position is: To administer the military personnel promotion program and function as the Test Control Officer (TCO) in the management of the military personnel testing program.

Duties

Serve as primary Test Control Officer/Test Examiner and manage and administer the base military personnel testing program for a variety of military tests for the Weighted Airman Promotion System (WAPS), Specialty Knowledge Test (SKT) with over 230 unique versions, Promotion and Fitness Examinations (PFE), and United States Air Force Supervisory Examinations (USAFSE). As installation TCO, manage testing programs to ensure compliance. Maintain and control test materials. Establish, monitor, maintain, and review stock levels to ensure appropriate test materials are available in ample quantity. Administer tests as the Test Examiner (TE) to eligible personnel. Tests specifically required for promotions. Oversee, manage, and administer the Foreign Language Proficiency Pay (FLPP) Program. Use multiple office automation software with varied functions to produce a wide range of documents, formats, etc., pertaining to testing, no shows, out-of-cycle requests, supplemental promotion considerations, corrections of military records, or other promotion and testing concerns, and maintain files.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Human Resources Assistance Series 0203. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of, and skill in applying, a standardized body military personnel rules, procedures, or program operations to perform or explain a range of procedures and requirements in support of the military personnel testing program. Knowledge of regulations, directives, policies, and procedures regarding the receipt, storage, handling, and destruction of test material. Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel testing actions and periodic reports. Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. OR EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military regulations, policies, practices, and procedures covering a variety of testing programs relating to the military enlisted promotions program and an understanding of the coding system and verification data applicable to eligibility requirements. Skill in written and oral communication to disseminate guidance, letters, reports, and statistical summaries on personnel issues and programs, and present issues and recommendations. 2. Knowledge of military personnel instructions, principles, processes and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, accountability, and destruction of controlled test materials. Ability to research, interpret, and apply regulations and provide guidance to commanders, supervisors, managers, etc. 3. Skill and ability to act as a Test Control Officer, ensure testing programs are free from loss or compromise, and ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner. Ability to use personal computers and related software applications in support of office functions. 4. Knowledge of the military personnel data system to ensure accuracy and timeliness in processing personnel actions and to create automated products and reports. A qualified typist is required. 5. Knowledge of military personnel principals, concepts, and methodology to gather facts, respond to questions, ensure regulatory compliance, and provide advisory services. 6. Knowledge of Foreign Language Proficiency Pay Program in determining eligibility for FLPB and amount and providing training/insight to FLPT monitor at other bases/organizations (LLC). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
