The primary purpose of this position is to to provide human resource (HR) assistance related to civilian awards, decorations, recruitment, civilian inprocessing and outprocessing, leave, employee records updates, appraisals, hierarchy updates, and workplace flexibilities in support of HR specialists in United States Strategic Command (USSTRATCOM).
Duties
Provides human resource guidance.
Performs a variety of human capital support duties.
Assists with the administration of the USSTRATCOM civilian awards and decorations program.
Performs other administrative and clerical duties.
Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 0203 Series.
SPECIALIZED EXPERIENCE GS-05: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying knowledge of basic principles of a Human Resources Assistant or related field. 2) Communicating factual and procedural information clearly, orally and in writing. 3) Learning basic techniques of a Human Resources Assistant. 4) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. 5) Planning and organizing work, and consulting effectively with co-workers.

EDUCATION: Successful completion of at least 4 years of education above high school. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts with your application.

SPECIALIZED EXPERIENCE GS-06: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying knowledge of the fundamental principles, practices, and techniques of Federal HR program management; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve non-complex, non-controversial, factual, procedural, and/or recurring issues; making informed judgments onproblems and issues; and performing advisory services for problems of limited scope. 2) Administering basic knowledge of the Defense Civilian Personnel Data System (DCPDS) or similar databases sufficient to input, store, retrieve data and perform quality review of data elements. 3) Providing basic knowledge of a standardized body of civilian policies and procedures relating to the civilian awards and decorations program and of the format, content, and uses of civilian personnel records and the procedures andrequirements regarding its maintenance. 4) Interpreting and applying basic procedural guidelines, and to enter data, retrieve data, and perform quality review of data elements into a personnel data system. 5) Planning, organizing work, and meeting deadlines to accomplish expected quality and quantity of work. 6) Communicating clearly, concisely, with technical accuracy, and effectively, orally and in writing, using tact and courtesy as well as work in a professional manner with peers and management.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible.
One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level.
One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
