The primary purpose of this position is to serve as the Administrative Officer, AFOSI National Security Detachment (NSD) 123, with comprehensive responsibility for personnel, comptroller, logistics, communications, computers, information services functions, evidence, and security functions.

Duties

Plans, organizes and executes mission support activities. Provides general administrative support and management services in non-technical areas of concern to the Special Agent-In-Charge (SAIC). Develops goals and objectives that integrates organization and mission support objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment, promotes team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Analyzes, evaluates, and implements directives, polices, and procedures directed by higher authority regarding security, mission accomplishment, office and personnel management, travel, training, and payroll. Establishes metrics and analysis to access efficiency, effectiveness and compliance with regulatory procedures. Serves as the AFOSI National Security Detachment 123's Financial Resource Advisor. Serves as the Detachment SAIC's spokesperson on the status and availability of unit funds. Has primary responsibility for independently managing the unit's Operations and Maintenance funds budget to include validating and prioritizing the detachment's funding requirements. As required and if needed, seeks additional funding from other sources such as AFOSI Region or host MAJCOM. Receives requests, writes justification for, and prioritizes unfunded requirements for the detachment. Monitors and tracks daily distribution of funds and uses of resources. Performs systems, local area network (LAN) and computer system administrative duties. Provides management oversight and supervision of all communications processes, computers, and information systems programs in direct support of all detachment personnel. Maintains multiple networks, to include configuration management, database development and management, system security, user account management, printer and peripheral management, user access, connectivity, and monitoring of required network servers, and application systems software releases. Configuration includes encryption devices. Promotes systems use. Independently installs equipment, connects peripherals and installs and deletes user software. Determines processes required and configures user software, modifies software configuration, and performs configuration management functions. Serves as the primary evidence custodian and manages the detachment evidence program. Receives evidence from detachment special agents and accepts the evidence in the electronic evidence database. Receives evidence transferred from other AFOSI and investigative agencies. Places the items of evidence within the designated secure storage areas and ensures proper storage and packaging to preclude deterioration of evidence. Forwards items of evidence requiring laboratory analysis to appropriate laboratories. Forwards evidence to other AFOSI detachments/regions. Prepares items of evidence in proper mailing or shipping containers and prepares letters of transmittal for evidence, and prepares letters of destruction for base Staff Judge Advocates' signature and subsequent directive action. Destroys items of evidence in accordance with the directives of Staff Judge Advocate. Maintains digital and hard copy documentation of all evidence items in order to maintain strict chain of custody. Serves as the detachment liaison for personnel, equipment/supply control, and investigative support matters. Prepares applicable documents for office contract maintenance, supplies, repair services, etc. Monitors and maintains equipment/supply listings received from Base Supply and AFOSI supply chains to track commitments and obligations. Drafts and submits for approval host/tenant support agreements. Acts as intermediary communication node when special agents are unable to communicate with each other or other agencies. Tracks items requiring follow-up action and notifies concerned investigative personnel. Requests appropriate HQ AFOSI file retrieval as required by special agents. Serves as the unit liaison for personnel and support matters. Serves as the NSD 123's Records Manager. Establishes and maintains detachment file plan (electronic and hard files). Monitors Personally Identifiable Information and other records. Ensures compliance with existing DoD, USAF, and AFOSI records management policies and takes immediate corrective actions when violations are identified. Provides guidance and training to unit personnel. Ensures appropriate retention and destruction of records. Responsible for administration of information, personnel, and industrial security programs within the detachment.

  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s)

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions. PECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes include management financial, personnel, logistics, communications, computers, and information management; resource management policy; review, validation, and submission of funds management and financial transactions . OR EDUCATION: successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of Air Force, DoD, AFOSI, and federal financial, personnel, logistics, communications, computers, and information management processes. Manages network configuration and functioning to ensure access to sensitive data with limited exception. Requires current 8570 Security + certification. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DoD and Air Force automated data processing and networking standards, policies and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit. 3. Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transaction under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents and reports. 4. Knowledge of handling evidence for criminal investigations to include documentation and chain of custody, and knowledge of concepts and fundamental principles that describe and guide proper employment of investigative services required to protect Air Force and DoD assets worldwide. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information. 6. Ability to communicate effectively both orally and in writing, train users, and provide assurance to customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT 1. AFOSI funds management is a particularly sensitive program since funds are closely monitored and used for authorized expenses in support of the AFOSI investigative mission. The legal requirements for managing Advance of Funds (confidential funds) are stringent and subject to severe legal sanctions if not handled properly. 2.This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
