This position is in the Boston Field Office reporting to the Office of Field Office Management, Bureau of Diplomatic Security, U.S. Department of State. You will serve as an Administrative Officer responsible for providing extensive administrative support in the workload control area involving a wide range of complex assignments, training development manuals, vehicle inventory, credit card accountability and purchases, counseling, and communication security (COMSEC) measures.
Duties
Provides overall administrative management of the day-to-day operations of the Field office, which may include interpreting administrative policies/procedures, drafting Standard Operating Procedures (SOP), and defining administrative requirements.
Administers the COMSEC Program by planning, directing, and reviewing staff operations which involves the weekly inventory review of COMSEC material.
Coordinates budget development and proposals, monitors budget expenditures and develops reports for submission to management on the status of the annual budget.
Serves as the Government Purchase Card holder, advises and plans the processing of credit card statement reconciliations, procurement request, processing procedures for purchasing, obtaining government vendor quotes and justifying sole sourcing.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience managing administrative and logistical activities and developing administrative policies and procedures.
Experience providing funding justifications and plans, analyzing financial management and budget activities, and identifying trends in spending cost.
Experience managing and processing credit card reconciliations, purchases, and procurement requests.
There is no substitute of education for specialized experience for the GS-13 position.
