About the Position: The Quality Assurance Specialist under guidance and direction of a higher grade team leader, services Sustainable, Restoration, and Modernization contracts or Base Operations Support contracts.

Duties

Reviews reports of contractor performance to assess degree of compliance with contract requirements and to identify problem areas. Assists team leader in the distribution of daily inspection assignments to lower grade quality surveillance technicians and assistants. Receives calls from customers concerning problems with equipment and service; corrects problems upon receiving guidance from the team leader by changing specifications and recommending contract modifications. Prepares contract documents. (such as: Performance Work Statements (PWS), Performance Requirements Summaries (PRS), Quality Assurance Surveillance Plans (QASP.) Evaluates contractors work performance against contractual requirements. Prepares Service Contracts Approval Forms (SCAF) for approval. Performs mathematical computations and prepares lay-outs, as required, to verify that materials and components comply with appropriate standards. Participates in meetings with the contractor to discuss performance, resolve problems and negotiate contract changes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires the incumbent to work during periods of inclement weather.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Incumbent is required to file a Confidential Financial Disclosure Report (OGE 450) upon entry and annually in accordance with DoD Directive 5500-7-R.
  • Incumbent is required to use Personal Protective Equipment (PPE) and clothing.
  • Appointment to this position is subject to a one (1) year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315 regulations.

Specialized Experience: One year of specialized experience which includes work that involves demonstrated a practical knowledge in developing contract documentation, monitoring, controlling, or inspecting, in accordance with contract specifications, a wide variety of products or services that include custodial service, refuse disposal, fuel deliveries, service of portable latrines or the maintenance and repair of elevators, cranes, hoists, personnel doors, bay doors, and windows. Experience in developing Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and Performance Requirement Summaries (PRS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceDecision MakingPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
