This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Budget Analyst for Directorate of Resource Management, Fort Walker Installation to develop, formulate, & coordinate budget execution & review and analysis of accomplishments; maintenance of budget documents; preparation of required reports & other inputs to higher headquarters.
Duties

Monitors the use and rate of expenditure of budgeted funds through dialogue with officials and their staffs.
Analyzes funding actions, to include allotments, reimbursable orders, increases or decreases in relation to programmed use of funds.
Analyzes current financial data of actual versus projection and obligation versus cost.
Monitors fund availability for filling civilian positions.
Recommends funding approval of overtime requests.
Performs, utilizes, maintains, and executes requirements within the General Fund Enterprise Business System (GFEBS).
Performs various financial management functions and requirements in various financial management systems associated with the Defense Travel System (DTS), Government Purchase Card (GPC) and the Government Travel Card (GTC).
Independently performs administrative work of a fiscal and financial management nature.
Prepares comprehensive financial reports to brief director and commanders on any pending issues.
Performs joint reconciliation or special review of un-liquidated obligations (ULO) and unfilled orders.
Performs month end reconciliation to ensure accuracy of data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility for a Secret security clearance.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time
- This position requires that you complete a Financial Disclosure Statement (OGE-450) upon appointment to the position and annually thereafter.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the Financial Management Level 2 certification program.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1. Applying budget formulation principles to review, edit, and consolidate budget estimates.
2. Assuring agency fund requirements are prioritized, submitted, processed, and recorded.
3. Utilizing various automated accounting programs to perform actions such as: compile data, create reports, monitor actions, analyze, and confirm obligations, and maintain budget documents.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
