This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Budget Analyst in the Resource Management Office at Fort Walker (Formerly Fort AP Hill, VA). This position is established to perform budget administration functions in the formulation, justification, and review of assigned portions of the appropriated fund budget.
Duties
Develop annual budget estimates for assigned portions of the appropriated fund budget.
Monitor and track obligations and expenditures.
Research, compile, and summarize data by element of expense and line information needed for formulation of budget estimates.
Make recommendations for realignment of funding between elements of resource under the same appropriations or allotments.
Responsible for satisfactory execution of funds as programmed to higher headquarters for assigned activities.
Verify obligations and expenditures on a timely basis to ensure the activities stay within program.
Perform in depth analysis and reports excess/shortfalls to activity managers.
Responsible for controlling funds in such a manner as to preclude a violation of the Anti-Deficiency Act (31 USC 1517).

- This position requires a secret security clearance.
- May be required to travel up to 25%.
- Financial Management Certification Level 2 (FMC02) required. Must be able to obtain within 24months of entry on board (EOD) into this position.
- This is a Term NTE 5 year appointment that cannot be made permanent.
- One year Term probationary period required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: utilizing automated budget and accounting systems to track financial transactions; analyzing information to ensure compliance with financial and budgetary guidance; and providing assistance to multiple users on travel management system procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07)

Education: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
