About the Position: Incumbent will serve as the Budget Analyst for the Directorate of Resource Management (RMO) at the Fort Walker Installation. Incumbent will develop, formulate, and coordinate budget execution and review and analysis of accomplishments; maintenance of budget documents; and preparation of required reports and other inputs to higher headquarters.

Duties

Monitors the use and rate of expenditure of budgeted funds through dialogue with officials and their staffs. Analyzes funding actions, to include allotments, reimbursable orders, increases or decreases inrelation to programmed use of funds. Analyzes current financial data of actual versus projection and obligation versus cost. Monitors fund availability for filling civilian positions. Recommends funding approval of overtime requests. Performs, utilizes, maintains, and executes requirements within the General Fund Enterprise Business System (GFEBS). Performs various financial management functions and requirements in various financial management systems associated with the Defense Travel System (DTS), Government Purchase Card (GPC) and the Government Travel Card (GTC). Independently performs administrative work of a fiscal and financial management nature. Prepares comprehensive financial reports to brief director and commanders on any pending issues. Performs joint reconciliation or special review of un-liquidated obligations (ULO) and unfilled orders. Performs month end reconciliation to ensure accuracy of data.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the Financial Management Level 2 certification program.
• Position requires temporary duty (TDY) business travel approximately 10% of the time.

Specialized Experience: One year of specialized experience which includes applying principles and practices of budget formulation to review, edit and consolidate budget estimates; and assuring agency fund requirements are prioritized and submitted; monitoring assigned budgetary actions, utilizing various automated accounting programs to compile data and create reports, analyzing and confirming obligations, and maintenance of budget documents. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Economics, or Statistics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
