Duties
Serve as a senior engineer in the Enterprise SATCOM, Soldier and Avionics Division.
Serve as the engineering/technical lead supporting a multi-functional team in coordination of technical and logistical requirements with PdM WESS, equipment users, contractors, government agencies and other stakeholders.
Demonstrate Maintenance Engineering and Production/Manufacturing Engineering experience/knowledge supporting complex systems.
The candidate shall demonstrate exceptional organizational and communication skills required to effectively engage and coordinate with PdM WESS, equipment users, contractors, government agencies and other stakeholders.
SATCOM and Acquisition knowledge, as well as experience in support of large complex systems is desirable.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Term position scheduled to last 6 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Must be a U.S. Citizen.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (or GS-12 level or higher equivalency) in the Federal Service which includes experience in one or more of the following areas:
1) Leading systems engineering activities or research/development to facilitate the procurement of products, goods and/or services needed to meet program/project requirements.
2) Analyzing engineering/scientific data for use in program/project improvement and/or troubleshooting.
3) Providing lifecycle systems engineering support to the acquisition process, including requirements decomposition, technical planning, technical analyses/evaluation, risk management, decision support, and acquisition milestones.
Incumbent shall possess the following technical competencies, knowledge, skill sets and experiences specific to the above available position.
Technical Project Leadership and Acquisition Expertise: Acquisition and Life Cycle Management, including program/project management, acquisition strategy requirements planning, operation and maintenance, technology transfer/insertions, Acquisition Requirements Package (ARP) development, Proposal evaluation/negotiations, requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, Contracting Officer Technical Representative functions, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, supplier partnerships, Pre and Post Award Surveys, Strategic Planning for Technology Programs/Activities including analysis of mission, program goals and objectives, organizational performance assessments, special studies and analyses.
Production/ Manufacturing Engineering Expertise: Includes Manufacturing Readiness Assessments, requirements determination, Acquisition Requirements Package (ARP) documents preparation, Proposal evaluation/negotiation, Pre and Post Award Surveys, monitoring of Production contractual deliverables, Technical Data Reviews, Industrial Base monitoring and development. Obsolescence/DMSMS management, Reverse Engineering, Production and Quality Assessments, Total Ownership Cost Reduction, Technology Transfers, Refresh, Insertion Initiatives and Material Release. Configuration Management and Document Control process, Physical Configuration Audits (PCAs), establishment and maintenance of Product Technical Baselines.
Maintenance Concept Engineering Expertise: Includes Maintenance Concept Development (LORA, COMPASS, & SESAME), Long-Term System Reliability (MTBF, MTTR) Analyses, System Maintainability Assessments, Technical Manuals (TMs) reviews, TM Verifications/Validations, Maintenance Demonstrations, Logistics Demonstrations, Equipment Improvement Recommendations (EIRs), Demilitarization (DEMIL) Challenges, Provisioning Management, Core Logistics Analyses, Core Depot Analysis and overall Sparing Concepts, Material Releases, Requirements Determination, and fielded system problem resolution. Development of contractual Maintenance requirements and monitoring of contractual Maintenance deliverables.
This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-14 step 10.
