Duties

You will serve as an IT Specialist (Systems Analysis) in the Military Sealift Command, Command, Control, Communications, and Computer (C4) Systems Department (N6), Fleet Communications Division (N64). You will coordinate innovative, unusual and/or routine shipboard IT system installation, maintenance and sustainment activities. You will research and develop and evaluate effective and technical adequacy of work items and proposals for resolving complicated and critical IT systems problems. You will support cyber security and compliance reviews during shipboard network inspections. You will coordinate with shore-based network operations centers to establish system connectivity and confirm end-to-end system functionality and data flow. You will provide customer service support to resolve deployment, maintenance and sustainment problems with shipboard IT systems. You will maintain direct interaction with customers as to determine the level of support required to effectively manage IT resources. You will ensure system compliance with applicable laws, regulations, policies, standards and procedures.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 within 12 months of appointment.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1- Attention to Detail- Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Coordinating innovative, unusual and/or routine shipboard IT system installation, maintenance and sustainment activities. 2- Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing customer service support to resolve deployment, maintenance and sustainment problems with shipboard IT systems. 3- Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Interacting to meet customer requirements associated with the delivery and sustainment of IT-related systems. 4- Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Researching, developing, and evaluating effectiveness and technical adequacy of work items and proposals for resolving complicated and critical IT problems. AND In addition to your experience demonstrating the competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience planning and executing shipboard IT systems operations, maintenance, and shipboard IT systems life cycle management and compliance with Information Assurance (IA) requirements. *Experience managing projects regarding the implementation, maintenance, and lifecycle of multiple information technology systems and projects and administering complex, multi-function IT contracts for a command. *Experience utilizing IT systems acquisition regulations, practices, and procedures in the performance of duties and executing installation, maintenance, and sustainment activities for new and existing computer network and IT systems. *Experience resolving significant software and network integration problems, and developing solutions for implementation of integrated computer systems.
