This position is located in the VA Central Office Veteran Readiness and Employment Service. The Management and Program Analyst provides high-level administrative support for the office and ensures the efficient operation of the Executive Office, manages administrative functions for the Service, and monitors and updates assignments via the VA Integrated Enterprise Workflow Solution (VIEWS), which is used to document and manage electronic correspondence.
Duties
Serves as the VR&E Program Specialist and provides administrative and management support to the Supervisory Executive Assistant, Executive Management Officer, Executive Director, and Deputy Director of VR&E Service.
Manages the administrative and technical support functions inherent in the efficient operation of the office of VR&E's Executive Office consistent with VBA and VR&E requirements.
Receives and researches inquiries from managers and other staff members, responding with a final determination.
Makes recommendations for adjustments or changes in policy and procedures as needed. Analyzes and prepares program status reports for review at all levels.
Maintains the inventory control and excess of government property for CO VR&E. Ensures that nonexpendable property assigned to VR&E is properly assigned, bar coded, and noted in VA's Equipment Inventory Listing (Ell).
Arranges, schedules, and ensures calendar coordination of meetings, conferences, travel itineraries and other events of the Executive Director, Deputy Director, and other senior management as required.
Provide reception and clerical support; answering the telephone, referring visitors; providing information about the office, its functions, and standard operating procedures; processing incoming and outgoing materials such as: correspondence, memoranda, reports, and mail; performing office automation duties: electronic mail, calendar, spreadsheet, databases; and serving as the primary timekeeper.
Assembles background material needed by VR&E Executive Office staff for preparation of reports, white papers, and speeches for use at conferences, briefings, and meetings with station personnel, program participants, VA officials, and officials of other government agencies.
Receives telephone calls and visitors for VR&E who may be members of Congress, staff members of Congressional and Presidential Committees, VA and VBA senior management officials, officials of other government agencies, attorneys, and program participants.
Serves as lead timekeeper, inputting new employees in VATAS system, posting leave, and other timekeeper support responsibilities.
Serves as the primary employee for managing controlled correspondence through VIEWS.
Serves as the control point in ensuring that management and staff follow proper travel procedures, assists staff in their travel, and acts as first-level technical approver for CONCUR-reviewing all travel for validity and compliance with policy and procedures.
Completes purchases for a variety of goods and services for the VR&E Service through both the Government Purchase Card program and IFAMS.
Performs other duties of equal substance and importance in support of the Director and the office of VR&E Service and conducts special projects at the request of management.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:01/25/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted).
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level:
Specialized Experience: knowledge of federal administrative laws, policies, and regulations; knowledge of program planning and budget regulations; ability to analyze system generated reports to determine response efficiency and effectiveness in meeting deadline.
Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-12 Grade Level:
Specialized Experience: Applicants must have two or more of the following skills required for this position: knowledge and experience in the ability to administer federal administrative laws, policies, and regulations; experience in program planning, resource programming and budget regulations, guidelines and/or processes; ability to analyze system generated reports to determine response efficiency and effectiveness in meeting suspense dates.
