The Administrative Officer is located within the Physical Medicine & Rehabilitation Services (PM&RS) and provides direct support to the Associate Chief of Staff Ambulatory Service staff and programs assuring that goals and objectives are being accomplished and performance measures are being met. The position works with a variety of employees from various services and work groups both within and outside the clinical service line in order to carry out primary responsibilities.
Duties
Duties include, but are not limited to:
Responsible for coordination of Service Line regular and controlled correspondence, meeting with appropriate services and other staff to develop a response for the Associate Chief of Staff Ambulatory Service or the Medical Center Director's signature.
Provides management guidance on such issues as leave administration, administrative/disciplinary actions, incentive awards program, motivation and morale, recruitment and placement, position management and classification and continuing educational activities.
Functions as a Contracting Official Technical Representative (COTR) for the PM&RS Clinical Service Line; monitoring contract performance, payment, and compliance with Federal and VA contract guidelines.
Participates and represents the PM&RS Clinical Service Line at a variety of top management meetings and hospital-wide committees in support of the overall hospital mission. Participates in Administrative Boards of Investigation, Functional Review Teams, Process Action Teams, System Redesign Committees, Reports of Survey, or Quality Improvement Teams that are charted by management.
Sets expectations, develops plans, manages and monitors processes to measure, assess and improve the quality of patient care and services.
Prepares a variety of daily, weekly, and monthly reports, as well as annual reports (e.g., Management Briefing) with input from the ACOS Ambulatory Service, service supervisors, and others.
Coordinates, creates, and advises in development of new educational and operational programs and policies.
Work Schedule: Monday - Friday, 7:30am-4:00pm, subject to change based on needs of facility

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 3 years of organizational and administrative experience in patient care; customer service skills and experience; responsible for managing office functions such as budgeting, administrative tasks, and ensuring goals and objectives are met.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first graduate year, 18 semester hours, and specialized experience as described above meet the total experience requirements. Physical Requirements: Work is mostly sedentary and involves very little physical efforts.
