The position provides administrative support to Engineering Service (ES) at the Alexandria, LA VA Health Care System (AVAHCS). The work of Facilities Engineering service involves the efficient operation and timely completion of equipment and facility maintenance repairs, preventive maintenance, inspections, station level projects and development and project management of contracted construction projects and service contracts.

Duties

Duties include, but are not limited to: Providing overall administrative management for the Chief Engineer. Interpreting, developing, and implementing administrative policies and requirements. Managing staff quarters including incoming and departing tenants, maintaining a list of occupants, addressing complaints and repairs, and handling financial arrangements. Coordinating the flow of correspondence, reports, and inquiries to ensure deadlines are met. Managing the personnel, fiscal, equipment, and records management functions for the Service. Determining budget needs. Preparing statistical analysis of data for recurring and non-recurring maintenance and manpower reports. Handling purchasing functions. Serving as the Contracting Officer's Representative. Work Schedule: Monday - Friday, 8:00am - 4:30pm, , subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience providing administrative support such as being the first point of contact and routing information; Experience processing and reviewing documents. That may include legal documents, billing information, medical records, or administrative records for completeness and accuracy; Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information for use in case management functions; Experience scheduling apartment cleanings, collecting rent and apartment repairs; Experience in writing policies and procedures; Experience in managing projects or writing proposals for projects; Experience in time keeping for employees; OR, Education: Successfully earned a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required); OR Combination: An equivalent combination of successfully completed 1 year of graduate level education and specialized experience, as described above, which which meets the total qualification requirement for the GS-09 grade level (transcripts required). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; however, walking, stair climbing, bending, stooping, and carrying light weight documents, folders and manuals are required. Hearing and distinct speech are essential due to the extensive use of the telephone as a means of communication to give instruction and receive information. Must possess manual dexterity to enter computer information. Mental concentration to meet critical deadlines is essential. May also be required to travel by auto or plane.
