This position provides direct support to the Associate Chief of Staff, Deputy Associate Chief of Staff for Mental Health, services under the Mental Health umbrella, programs under Mental Health Product Line, Community Based Outpatient Clinics (CBOC), and the Inpatient Acute Psychiatry Unit in assuring that goals and objectives are being accomplished and performance measures are being met. This position serves as a major administrative and management advisor for this Mental Health Product Line.
Duties
Duties include, but are not limited to:
Serves as the technical expert regarding operational problems and personnel administrative issues.
Participates in the resolution of Union and EEO complaints within the product line.
Acts as the Patient Advocate for Mental Health and addresses all patient complaints related to mental health services.
Responsible for the Safety Program in Mental Health Product Line.
Collects, analyzes, and reports data and information on a variety of national, and coordinates service and facility level improvement initiatives.
Develops, maintains, and implements a comprehensive plan to ensure the delivery of outpatient care.
Tracks and monitors completion of all Action Items for Mental Health Administration office and all three Mental Health Services
Functions as a Contracting Official Technical Representative (COTR).
Develops a method of reporting accurate data to ensure appropriate disbursement of AVAHCS budget to meet Mental Health Product Line's annual operating expenditures.
Develops and coordinates short- and long-range planning activities of the patient centered care organization.
Utilizes qualitative and quantitative evaluative mechanisms to measure productivity and efficiency of operations.
Work Schedule: Monday - Friday, 8:00am - 4:30pm, subject to change based on the needs of the facility.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilize Health Care System regulations, standards, policies, and procedures in order to advise on and interface the clinical and administrative functions; Develop resource (staffing and funding) guidance documentation and provide guidance to staff in these areas; Apply budgeting concepts and procedures in determining unit costs; Collect, analyze, and report data from a variety of resources; Perform a variety of human resource functions for an organization

Education Substitution: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination of education and experience: Equivalent combination of successfully completed graduate education (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts required.
