The West Palm Beach Health Care System is currently recruiting for a Mail Clerk in the Logistics Service. Incumbent processes incoming and outgoing mail and express mail; routes internal mail throughout the Medical Center.

Duties

Sorting of incoming mail and packages and deliver the mail and any packages to all locations within the West Palm Beach VA Healthcare System. Pick up any mail or packages from each delivery location for processing. Reads and analyzes all incoming official mail which cannot be routed unopened. Processes specialized subject matter to the proper office. Incumbent will drive a government vehicle in order to provide mail courier runs to all outlying West Palm Beach VA facilities, the United States Postal Service Offices (USPS), and various other organizations. Responsible for internal mail distribution and analysis. Processes outgoing, incoming, and controlled mail using automated mail equipment. Mail is received from various outside sources such as the USPS (United States Postal Service), UPS (United Parcel Service), FedEx (Federal Express), etc. Handles perishables, express, priority, registered, certified mail and other incoming special mail, obtaining the signature of receiver, as required by the outside source, acknowledging receipt. Responsible for reviewing, wrapping, safeguarding and mailing classified material for Veteran Affairs organizations. This includes packaging, wrapping, registering, certifying, labeling and applying the proper postage to material that must be mailed. Responsible for screening outgoing mail to ensure that it is complete and complies with established policies and procedures. Incumbent is responsible for processing and safeguarding official mail in accordance with established security and postal policies and procedures. Incumbent will report signs of tampering or any suspicious items to their team leader or Supervisor immediately. Is responsible for ensuring that all VA letters printed in the Document Center are mailed in accordance with VA regulations. Maintains accountability records and registers of all incoming and outgoing classified/accountable materiel and other materiel requiring special handling. Reviews all incoming and outgoing classified material to ensure compliance with applicable security and postal regulations. Responsible for signing for all classified and controlled materiel. Maintains a document receipt file, distribution list, cross-reference file and destruction certificate for all classified material. Incumbent is responsible for performing searches on documents and existing files based on various information which is provided by the requester. Ensures that proper security controls are executed. Incumbent verifies from office records that recipients of the documents have the appropriate security clearance for receiving the requested material. The incumbent controls, accounts for, and tracks postal expenditures in accordance with established policies and procedures. Incumbent certifies postal invoices and all other information pertaining to services provided by the USPS. Maintains logs of large mailing by various VA activities for the purpose of determining postage costs by activity. Incumbent is responsible for pulling mail letter information from VISTA and reproducing and mailing these letters to Veterans, VA physicians, and non-VA providers. The incumbent must have a valid driver's license and a clean driving record. Performs other duties as assigned. Work Schedule: Full-time7:30am to 4:00pm, Monday - Friday, Tours may be subject to change based on the needs of the Medical Center. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024 at 11:59 PM (ET). Time-In-Grade Requirement: Advancement to positions up to GS-5: Applicants may be advanced without a time restriction to positions up to GS-5 if the position to be filled is no more than 2 grades above the lowest grade the employee held within the preceding 52 weeks under their latest non-temporary competitive appointment.. For a GS-4 position you must have served 52 weeks at the GS-2. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education

You may qualify based on your experience and/or education as described below:
  • General Experience: You must have one (1) year of general experience. The experience could have been progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school). OR,
  • Combination: Possess equivalent combinations of successfully completed post-high school education and general experience may be used to meet total experience requirements. Determine the total qualifying experience as a percentage of the experience required for the grade level; then determine education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.
