This position is located in the Department of Technology Services (DTS), Information Technology Security Office (ITSO).
Duties
The incumbent is a recognized program management and cybersecurity expert with a proven record of successfully managing multiple cyber projects concurrently and developing long range plans for organizational growth. Must have experience with coordinating across various organizations and developing organizational policies, standards, and procedures. Will perform multiple and varying assignments under the ITSO Information Management Team Lead.
Duties include, but are not limited to the following:
Coordinating and leading Agile team deliverables working at the Epic or Feature Level. These may be large, complex enterprise-level initiatives that may consist of multiple Agile and non-Agile teams and/or vendors which may require integration with other activities outside the scope of the Agile teams (Project Planning, and Management).
Supporting the product manager and owner in managing customer expectations for project deliverables, managing stakeholder communications, and helping to identify dependencies to help remove impediments for the team to deliver value (Product Manager and Owner Support).
Understanding office, department and judiciary strategy and operating objectives, including their linkages to related areas.
Demonstrating understanding of the business value of the projects and its broader impact on programs, initiatives, and the enterprise.
Managing actively stakeholder partnerships and mitigating risks throughout the project lifecycle.
Supporting the team: Promoting empowerment of the team to help ensure that each team member is fully engaged in the project and is empowered to make meaningful contributions and encouraging a sustainable pace with high levels of quality for the team.
Participating actively in Agile program level ceremonies and supports the team in identifying and coordination of dependencies to ensure timely completion of work items.
Demonstrating familiarity with the scope and objectives of the desired outcome, as well as the role and function of each team member, in order to effectively guide the activities of the team.
Demonstrating technical acumen as a vested participant within the product/project development process. Partnering with developmental, testing, and production release teams to understand issues, remove impediments, and resolve issues.
Maintaining awareness of current developing cyber threats, tactics, procedures, and vulnerabilities that have the potential to impact the federal judiciary.
Reviewing judiciary and AO policies, directives, strategies and concept papers for accuracy and operational relevancy and research and provide comments to staff and internal and external stakeholders.
Coordinating with court units, and National Program Offices to plan and provide the full spectrum of ITSO cyber capabilities to include defensive cyber operations, red team operations, blue team operations, purple team operations, security engineering services, and security testing and assessment services.
Leveraging expertise in the development and drafting of plans, strategic documents, memorandums for records, informational and emergency directives, and other applicable communications, including policy changes, tactical publications, and messages for mission partners.
Interfacing with clients and management to understand their security needs and overseeing the development and implementation of procedures to accommodate them.
Planning, scheduling, assigning, and directing staff on technical and operational projects and during regular departmental activities.
Conducting liaison activities across functional teams.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing strategic cybersecurity to protect an organization against potential cyberattacks.
