This position is located in the Office of the Scientific Director (OSD), Intramural Research Program, National Institute on Aging, located in Baltimore, MD.
As a Program Specialist, you will provide administrative support to the Office of the Scientific Director (OSD) and carry out major activities and initiatives for the broader National Institute on Aging, including support across all laboratories and Centers within the Program.
Duties
Analyzes, develops criteria for, and evaluates policies and procedures affecting organizational program objectives and the capabilities, effectiveness, feasibility and cost of proposed and alternative programs.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyzes program performance data to identify issues and make recommendations for improvement.
Communicates information to management and staff for the effective evaluation of program operations and performance.
Provides technical support to program staff during the development of projects or programs, and assists in ensuring the organization's ability to respond to major changes that affect the accomplishment of the mission.

Qualifications
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating personnel program efficiency and effectiveness; evaluating the impact of policies on administrative programs; participating in the development and implementation of plans for organizational projects and initiatives; and analyzing and evaluating priorities, work force management, and performance in support of operational requirements; OR
B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related; OR
C. A combination of education and specialized experience that meets the qualification requirements for this position.
You qualify at the GS-12 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating programs in areas such as personnel, program support management, quality assurance, management analysis or administrative program management; executing action plans to respond to business and management initiatives; proving organizational support for program planning and analysis activities; and analyzing organizational findings to develop recommendations and proposals.
You qualify at the GS-13 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: interpreting and advising on personnel/workforce management regulations, methods, and procedures; evaluating the impact of new program policies to determine measures of effectiveness in setting organizational goals; planning, formulating, and executing administrative projects and programs on management problems or initiatives; and performing management studies to evaluate program operations.
