The primary purpose of this position is to serve as Management Analyst Supervisor for the Expeditionary Support Branch, providing technical expert support for the Air Force Installation and Mission Support Center (AFIMSC) encompassing global Installation and Mission Support (I&MS) functions for eight MAJCOMs.

Duties

1. Manages and oversees I&MS MFM, FAM and Readiness Resourcing and Reporting operations planning, scheduling, readiness and execution activities and serves as Senior Technical Advisor to HAF, MAJCOM, Installation and AFIMSC senior leaders. 2. Provides comprehensive strategic and long-term planning framework for executing training and force development oversight, program management and management controls. 3. Develops, maintains and executes command war, emergency, and contingency planning activities. 4. Exercises supervisory personnel management responsibilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes that, I have or will have within 120 days of this announcement, one year of specialized experience at the next lower grade level (GS-13) or equivalent in other pay systems. Specialized experience includes the ability to function in a supervisory role while adhering to the, mission, roles, functions, organization structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies; have working knowledge of the relationships between commands and various Government agencies and departments, ability to utilize critical thinking strategies to accommodate operations undergoing crisis response, setting and adjusting short and long-term priorities, prepares schedules, direction and advice regarding policies, and procedures; skilled in performing broad and complex studies and analyses across organizational and functional lines; provides intricate execution of global planning systems; readiness reporting as well as personnel readiness and Functional Management, Manpower, Manning and Force Development. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge ofDoD, Joint and Air Force doctrine, operational planning (OPLAN), Functional Area Manager (FAM), MAJCOM Functional Manager (MFM) manpower, manning, force development programs, processes, principles, concepts and methodologies, goals and objectives, directives, procedures, guidance and policy, strategic plans and strategic planning processes to develop short and long-range guidance in accordance with broad DoD and USAF policies and objectives. Knowledge of Air and Space Expeditionary Force (AEF), Joint Force Provider/ Global Force Management, Joint Strategic Capabilities Plan (JSCP) and DoD Global Force Management Allocation Plan (GFMAP) processes and development concept of operations. Demonstrated experience in assessing requirements for Installation and Mission Support in-garrison and readiness activities. Demonstrated ability to submit resource requirements for funding via the ACS, MAJCOM and Air Force Corporate Structure processes. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of center, command, DoD, and Air Force organizations to provide HAF and MAJCOM level staff guidance and/or conduct studies to determine readiness, resourcing, reporting, manpower, manning, force development requirements for the global Installation and Mission Support (I&MS) enterprise, consisting of HAF, eight MAJCOMs, two DRUs, USSF, 77 installations and 92K personnel AF-wide. Experience in identifying gaps in mission requirements, identifying best practices and leveraging those best practices to improve program execution. 3. Knowledge of analytical and evaluative methods and techniques to resolve issues or perform studies concerning the effectiveness and efficiency of command readiness program operations and FAM, MFM, manpower, manning, force development. Skill in coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, unusual urgency, or program criticality. 4. Knowledge of safety and security regulations, practices, and procedures. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to analyze, plan, organize, direct the functions and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 6. Ability to communicate effectively, both orally and in writing; preparing briefings and/or presentations for senior level staff and higher headquarters. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
