About the Position: Serves as a Supervisory Human Resources Specialist located in U.S. Army Material Command, DCS, G-1 for Capabilities, Operations, and Analysis Division in Redstone Arsenal, AL.

Duties

Serve as a branch chief providing technical advice and assistance in various prescribed programs to all levels of management in the command. Execute projects involving human resources areas to resolve controversial issues in the command. Conduct analytical studies to identify issues/problems and recommend program solutions or improvements. Interpret laws, policies, and regulations to develop the organization's human resources related policies and procedures. Resolve problems pertaining to various human resources program areas by organizing short and long-range research projects. Lead team in the development, execution, evaluation, and oversight of civilian human resources programs. Analyze human resources programs to determine the needs of an organization.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes managing a civilian personnel program to include areas of position management and classification, recruitment and placement, coordinating employee relations issues, performance management, and incentive awards; identifying best practices for successful implementation of civilian human resources needs and objectives; researching human resources policies for effectiveness to prepare recommended proposals for change; and providing leadership and expert advice to staff and customers on a full range of civilian human resources matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceManaging Human ResourcesPersonnel and Human ResourcesTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
