About the Position: At the full performance level, you will serve as a Budget Analyst for Portland District. You will perform a wide range of administrative and analytical duties in the formulation, presentation, and execution of the Portland District Command Operating Budget.
Duties
Develop data bases in an automated accounting system.
Develop multi-year budgets, plans, and forecasts.
Review and analyze reimbursable orders to ensure conformance with policy.
Review and approve obligating documents to assure adequate apportionment of funds.
Prepare a variety of reports covering the status of funds, obligations, and expenditures.
Identify imbalances in estimates and actual costs.
Monitor account balances in Revolving Fund to assure sound cash management.
Maintain fiscal control over current year civil works allowances to the project level.
Manage manpower forecasting and distributions within the district based on the approved FTE allocations.
Fund the District's revolving fund accounts within the approved operating budgets.
Manage the budgetary and funding aspects of the District's work/support for others program and financially approves and accepts customer orders.
Manage the District Plant Replacement and Improvement Program (PRIP) of the Revolving Fund.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position. Incumbent must comply with requirements of the certification program and get the certification within 2 years of date of hire.

GS-09 Qualifications Specialized Experience: One year of specialized experience which includes includes budget preparation, formulation and execution to include regulations, cost estimates and financial databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, finance, public administration, economics, statistics, or other closely related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
