About the Position: Serves as the senior budget analyst for Engineering and Construction Division, Budget Section. Responsible for developing, revising, and executing Engineering and Construction's portion of the Combined Departmental Overhead operating budget.
Duties
Assists in Developing, revising, and executing Engineering and Construction’s operating budget.
Analyzes trends and developments in the ENC budget execution and develops recommendations regarding the operations of the Engineering and Construction Division mission, including funding priorities, and workload management.
Works with resource management personnel to ensure effective utilization of available funds.
Monitors and reviews obligations/expenditures and evaluates the effectiveness in meeting organization objectives and funds are correctly being used.
Evaluates, reviews, and distributes funds to Branches based on budgeting needs.
Prepares monthly expenditures reports for Engineering and Construction (ENC) Division and its subordinate organizations.
Assists in preparing current year and future years workload forecast for work performed by Engineering and Construction Division.
Prepares monthly budget/funding charts, graphs, and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to serve a one-year probationary period.
- May be required to travel up to 25% of the time.
- Required Financial Management Certification (Leve2) within 24 months of placement into position.

GS-11 Specialized Experience: One year of specialized experience which includes: Developing, revising, and executing an organizations operating budget; execution of overhead for Engineering and Construction (ENC) functions, and ENC managed budgets such as Quality Management System (QMS), Computer Aided Drawing (Cad), Engineer in Training (EIT), Engineering Management System (EMS), and other facility accounts; evaluates, reviews, and distributes funds based on budgeting needs; prepares expenditure reports and; monitors budget accounts throughout the budget cycle.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field Business Management/Administration, Accounting, Financial Management or other directly related to budget analysis..
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
