This position is located with Bonneville Power Administration, in Bonneville Power Administration: Budget Operations (FAB), reporting to Financial Planning and Analysis (FA), in Financial Services (F).
A successful candidate in the Budget Analyst position will serve as an advisor organizations with the most complex budget and financial requirements and issues, and leading and coordinating the achievement of key program results in budget development and execution activities.
Duties
This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.
If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.
As a Budget Analyst, you will:
Plan and manage the development of multi-year expense and capital spending level estimates and single year budgets for departments and programs.
Develop documents such as procedural guides, instructions, schedules/project plans that include relevant data to be used in preparing and developing budgets
Independently support and provide advice to client management on budgetary impacts of possible organizational or functional changes, including the department and programmatic impacts of such changes.
Identify and coordinate the resolution of complex financial and budget issues around topics such as financial reporting structure, business unit allocations, chart fields, etc.
Negotiate with executive client managers, groups within Finance, and program and budget analysts in other organizations and business lines to identify problem areas, recommend needed improvements and assist in program/project implementation.
Review budgeting processes to provide recommendations for improvements to increase efficiency and/ or accountability.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience is defined as: 1) leading the development of multi- and single-year budgets for a variety of complex organizations; 2) reviewing budget and financial policies and procedures to make recommendations for improved efficiency and processing; 3) serving as a technical expert providing authoritative advice on budget policies, procedures and practices to ensure programs are adequately funded and staffed; and 4) utilizing systems such as PeopleSoft financial systems and Microsoft Excel or similar to analyze financial data by building pivot tables, making database queries and other functions to complete assigned work.
