Program Analyst positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP), Division of Technology Measurement and Strategic Initiatives (DTMSI) provide support to BLS IT policy, IT contracts and training, and IT assessments and operating budgets. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
DTMSI Program Analyst duties include, but are not limited to the following:
1. Serving as an expert in developing and implementing IT policy related activities to ensure appropriate coordination and compliance with Chief Information Officer strategic operations and management plans, objectives, funding, and business strategy.
2. Serving as a senior program analyst responsible for researching and coordinating pre-award and post-award functions, as well as administering contract implementation involving IT procurements of significant importance to the agency.
3. Serving as a senior program analyst responsible for coordinating and implementing IT Assessments and operating budget processes including all phases of operating budget formulation, data collection, and execution.
4. Conducting research and analysis to arrive at a clear understanding of what is required under proposed projects for strategic planning purposes.
5. Preparing and maintaining current acquisition plans, appropriate milestone charts, and related schedules.
Requirements
- Must be at least 16 years old.

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-12, in the federal service. Specialized experience is defined as the following:
Demonstrated independent experience performing IT procurement and acquisition activities. Examples of experience indicators at this level include any of the following:
preparation of procurement activities to include statements of work (SOW) and cost estimates;
contract compliance efforts to ensure products and services meet contract terms;
asset management efforts to include the installation, life-cycle maintenance, and disposal of hardware and software; OR,
preparation of budgets and spending plans to include the justification for expenditures.

Applicants must possess a valid Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II (or higher) certification or a valid FAC-C (Professional) certification.
Education
Education may not be substituted for experience at this level.
