This position is located in the Office of the Comptroller, Bureau of Consular Affairs, Financial Management Division (CA/C/FMD), Department of State.
The Financial Management Division provides the full range of budget analytical, technical and advisory functions to all CA program offices and directorates and provide these services to bureaus throughout the Department who receive consular fee funding for services they provide on behalf of Consular Affairs.
Duties
Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
Planned program initiatives and activities through detailed analysis and consideration of program requirements in collaboration with program officials to prepare annual budget estimates for the Department , OMB and Congressional budget submissions.
Reviews, analyzes, and edits budget estimates for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.
Develops or reviews briefing materials for the budget submission, including Congressional hearings, testimonies, and staff briefings.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience formulating budget estimates and cost-benefit analyses for programs, projects, activities, and personnel and other resources needed to administer programs, and developing detailed strategic and background documentation and justification for budget requests, presentations, and submissions;
Experience drafting analyses that examine the budgetary impact and significance of new or revised legislation, policies, procedures, and program requirements;
Experience drafting or coordinating responses and providing information, explanations, and clarifications that respond to, Office of Management and Budget and Congressional questions and inquiries;
Experience recommending the approval or disapproval of requests for allotments and other similar funding requests, or making the decision.
There is no substitute of education for specialized experience for the GS-12 position.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience supporting and providing advice, guidance, and recommendations on the budget process and the assigned budget area to program officials and other managers;
Experience drafting or coordinating responses and providing information, explanations, and clarifications that respond to Office of Management and Budget and Congressional questions and inquiries;
Experience participating and providing expertise in budgetary meetings with Department management, OMB, and Congressional staff; accompanies witnesses to Congressional hearings or testimonies as an information resource;
Experience monitoring the execution of a budget with many different sources and types of funding (e.g., direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust fund accounts);
There is no substitute of education for specialized experience for the GS-13 position.
