This position is in the Specialty Programs Department (SPD), Veteran and Family Member Programs (VFMP) Directorate, Office of Integrated Veteran Care (IVC), Veterans Health Administration (VHA), Department of Veterans Affairs (VA). The position is organizationally aligned under the Deputy Program Manager, SPD.

Duties

The primary function of the position is to resolve escalated issues for Veterans, beneficiaries, and medical providers for the Foreign Medical Program (FMP), Spina Bifida (SB), Children of Women Vietnam Veterans (CWVV), and Camp Lejeune Family Member Programs (CLFMP). Major duties include (but are not limited to): Review Congressional, White House, Secretary of the VA, and other special inquires received by letter, telephone, email, or other methods of communication in order to resolve the issues raised in these inquiries. Apply knowledge and understanding of the policies, regulations, and desk procedures for each of the SPD programs. Conduct extensive audits detailing each individual claim element including when the claim was processed, how the claim was processed, the amount billed, the amount allowed, the amount paid, denial reason, and the results of clinical reviews. Initiate communication with the individual supervisors of the SPD programs to correct, process, or reprocess claims so the accounts can be properly reconciled. Prepare professional correspondence to communicate the findings to the requesting entity or organization to resolve the issues raised in the inquiry. Complete various administrative duties related to received inquiries and account reconciliations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, between 6:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. To be minimally qualified for this position at the GS-11 level, you must meet 3 of the 5 experiences listed below. Specialized experience is: Provides substantive, authoritative written and oral guidance regarding Department, Agency, and program office missions, organizations, related regulations, policies, procedures, and practices. Applies analytical and evaluative techniques to mission-essential congressional response issues to plan and conduct effective operations. Utilizes evaluative methods and techniques to determine issues, root causes, and appropriate interventions in the short-term and recommend improvement for the long-term to prevent recurring problems. Applies skill in writing and editing official, executive level correspondence taking responsibility for the content preparation, appropriate style, tone and comprehension level. Utilizes diverse sources to collect information as groundwork for developing technically sound responses to official inquiries from senior and executive level government officials, congressional members, and senior Veteran Service Organization leadership. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a successful completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07in the normal line of progression for the occupation in the organization. To be minimally qualified for this position at the GS-09 level, you must meet 3 of the 5 experiences listed below. Specialized experience is: Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Familiarity with administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Utilizes qualitative and quantitative analytical techniques such as: literature search; productivity charting; organization design; space planning; flowcharting of work processes; graphing; and calculation of statistical measures. Conduct interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Communicate orally and in writing to advise and consult with a variety of customers and present findings and recommendations. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Transcripts must be submitted with application and education cannot be credited without documentation; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Analytical ReasoningCommunicationsCompliance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with occasional requirements to walk around in an office building to meet with employees. Most work requirements involve using a computer and standard office automation equipment. The incumbent may need to stoop, bend, reach, or occasionally carry loads weighing up to 20 pounds.
