The position serves as the Executive Officer for the Chief Officer of the Office of Healthcare Innovation and Learning (OHIL), which comprises the Innovation Ecosystem, Veterans Health Administration (VHA) SimLEARN, and Center for Care and Payment Innovation (CCPI) programs.
Duties
The incumbent of this position serves as the Executive Officer for the Chief Officer of the Office of Healthcare Innovation and Learning (OHIL), which comprises the Innovation Ecosystem, Veterans Health Administration (VHA) SimLEARN, and Center for Care and Payment Innovation (CCPI)
programs.
Duties includes, but are not limited to:
Serves as the Executive Officer and the key staff advisor to the OHIL Chief Officer.
Receives assignments that are very broad in scope, long term in nature and have significant VHA-wide impact.
Responsible for the coordination of liaison activities relative to all administrative and operational aspects of the Office and other VHA units such as Office of Finance for budgetary purposes.
Ensures coordination of and follow-up to requests of responses, reports, evaluations, and follow-up actions for both internal and external stakeholders.
Based on extensive knowledge of program office management and its roles and responsibilities, anticipates potential problems and recommends alternative solutions for top management action to ensure a high level of decision-making accuracy.
As an advisor in strategic communication, analyzes a wide range of primary source materials to ensure the Chief Officer is briefed accurately, objectively informed, and is prepared for decision making.
Will undertake special studies, direct projects, and carry out assigned missions of the very highest priority, many of which are of direct concern to VHA senior leaders.
In a liaison capacity with all major VHACO support service entities, relieves the Chief Officer of a multitude of details by exercising managerial responsibilities in the form of coordinating, reviewing, and evaluating the effectiveness of administrative and operating policies, regulations, and procedures
Advises on a variety of substantive, procedural and policy matters pertaining to HR such as recruitment, classification, compensation, performance management, employee relations, labor relations, and training.
Mastery of the application of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on programs, initiatives, and problems involving major program office initiatives, its budget decisions.
Work Schedule: M-F, 8:00 am- 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements (IOR): All applicants must meet the IOR and Specialized Experience listed below.
Basic Requirement: For this position in the Health System Administration, 0671 Occupational series you must possess a bachelor's or graduate/higher level degree in a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration
AND
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
