Duties
You will serve as Women Peace and Security Advisor and Program Manager (WPSADPM) in the Office of the Deputy Chief of Naval Operations, Operations, Plans, and Strategy, specifically the Plans, Policy, and Integration Division.
You will serve as the Women Peace and Security (WPS) subject matter expert (SME) and Program Manager in a large, complex organization, one typically divided into four or more subordinate levels, with several organizations at each level.
You will serve as the principal WPS SME and Advisor on the staff of, and report to, the US Navy's WPS Flag Lead, an active-duty Navy Rear Admiral.
You will serve as the go-to expert on the intersecting effects of gender and other human factors on national security problem sets.
You will organize and oversee the establishment of gender advisory workforce personnel across the component headquarters, subordinate components, and unit level, including possible direct supervision of other program staff.
You will conduct and integrate gender analyses in support of activities executed to fulfill the Navy’s mission for the DoD.
You will educate stakeholders about the operational and strategic benefits of implementing the Women Peace and Security (WPS) program.
You will conduct studies of administrative work processes to identify, analyze and recommend solutions to problems in organizational structure, work processes or administrative procedures.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector that has equipped you with knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures. Examples of specialized experience may include the following: 1) Ability to identify, analyze and recommend solutions to problems in organizational structure, work processes or administrative procedures; 2) Manage multiple interdependent projects of moderate to high complexity and scope to improve, standardize, and scale a program; 3) Provide gender perspectives and analytical products to be integrated during staffing and coordination procedures across the component; 4) Provide leadership in the flow of staff papers, financial reports, analyses, and recommendations; 5) Organize, identify funding for, provide recommendations for hiring of, and ensure the training/qualification of other personnel; 6) Develop, analyze, and implement policies, plans, annexes, and orders.
