The purpose of this position is to serve as the CHAMPVA Program Coordinator. This position is located in the Medical Administration service at the Malcom Randall VA Medical Center in Gainesville, FL.

Duties

Administrative oversight and responsibility for coordination of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) for North Florida South Georgia Veterans Health System. Monitors program implementation indicators designed to prevent erroneous patient enrollment transactions and ineffective work practices and to verify adherence to quality plans and requirements. Researches and/or analyzes enrollment operations, systems, and program problems, issues, or requirements. Performs key duties in the areas of insurance verification, management analysis, coordination, administration, training and investigation in support of the CHAMPVA Program. Interviews patients and monitors daily all the beneficiaries currently receiving treatment. Performs Quality Assurance reviews, summarizes the results and initiates corrective action. Maintains spreadsheets and tracking mechanisms for CHAMPVA Program and Enrollment/ Eligibility Section. Prepares, compiles and/or obtains administrative reports reflecting CHAMPVA enrollment levels as well as North Florida South Georgia Veterans Health System enrollment levels. Participates in committees/and or meetings with management and executive leadership and audiences by providing program and enrollment updates. Assists beneficiaries in understanding their rights and responsibilities; Counsels patients and families. Participate in Emergency Management planning activities conducted at the medical center. Maintains current, well-defined Standard Operating Procedures (SOP) for CHAMPVA Program and Enrollment/Eligibility Section. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience researching and analyzing data to create and present written and oral reports. Experience managing conflict and different viewpoints with diverse groups of individuals. Experience with VA policies and procedures, HIPPA, and the Privacy/Freedom Act. Experience with medical terminology to interpret policies. Skilled in time management, establishing priorities and making deadlines. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. The Time In Grade and Specialized Experience are 2 completely separate items and both must be met to meet minimum qualifications***** . Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Position is mostly sedentary with periods of walking, standing, light carrying, and crouching/bending for items in an office/administrative environment. Must have adequate eyesight and hand dexterity to allow for reading and operating a computer.
