The primary purpose of this position is to serve as protocol assistant, performing various administrative duties in support of special events and visits. Assist protocol specialists with the planning and execution of special events and distinguished visitors (DVs). To perform budgetary processes for fund expenditures.
Duties
Coordinates and plans special events and distinguished visits.
Maintains calendar, coordinates meeting arrangements, and schedules meetings, events, and visits.
Establishes, updates, maintains records and assists with various clerical and administrative duties. Prepares a wide variety of correspondence, reports, and other documents and reviews and finalizes correspondence/documents prepared by others in handwritten or electronic drafts.
Responsible for maintaining budget and accounting records, reviews source documents verifying all required budgetary and accounting information is correct and complies with budgetary policies and procedures.
Responsible for various institution databases and miscellaneous administrative support programs.

- This position is subject to provisions of the DoD Priority Placement Program.
- Work may occasionally require travel away from the normal duty station on aircraft.
- Required to work an uncommon tour of duty and frequently scheduled and unscheduled overtime. Work after normal business hours is expected and should be anticipated.
- Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time.

- Travel and relocation expenses will not be paid.

- Employee must be able to attend a two-week Protocol fundamentals training course in Alabama.
- Due to unusual circumstance (i.e. severe weather) may be required to telework on an occasional basis.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes performing various clerical and administrative duties in support of special events and visits, planning, analyzing, and advising on a variety of activities to coordinate events, administrative duties in managing an office, preparing a wide variety of correspondence, reports, and other documents.

EDUCATION: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and ability to successfully apply standard protocol courtesies to be accorded to distinguished visitors.
2. Ability to research special protocol and visiting requirements of high-ranking officials as well as knowledge required to determine appropriate procedures, honors and level of involvement required by leadership.
3. Knowledge of applying basic resource, budget, and funds management.
4. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint.
5. Ability to communicate clearly and effectively, both orally and in writing.
PHYSICAL DEMANDS: The work is mostly sedentary. There may be prolonged periods of walking and standing when events are being setup and executed. The job occasionally requires moderate (15-44 lbs.) lifting and carrying of items. The employee must be able to distinguish between shades of color. The work may also require prolonged periods of outside temperatures during outdoor events and ceremonies which are typically held under normal to moderate weather conditions.
WORK ENVIRONMENT: The employee works in an adequately lighted and ventilated office environment. Observes normal safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
