The Supervisory Management & Program Analyst is responsible for planning and managing project work within their respective business line within the Contracts Management and Performance Directorate of Integrated External Networks. Key functions of this position include management of a comprehensive program to identify and address program performance issues and risks relating to claims processing, clinical documentation, and care coordination activities.
Duties
Duties include, but not be limited to:
Oversees the planning of analytical studies of Contracts Management and Performance, IEN functions in support of improvements in organizational structure and staffing level efficiency. Actively participates in IEN efforts to create a culture of quality, effectiveness, and efficiency by leading staff members involved in studies that are focused on identifying optimal staffing based on workload data.
Oversees staff members involved in the project work that requires utilization of various data systems which requires expertise in advanced analytical data analysis. Prepares, organizes, andcompletes comprehensive summaries of evidentiary data to support audit conclusions relevant to audit objectives and goals and has the necessary resources to make these accomplishments.
Prepares fully documented comprehensive reports of findings from reviews, audits, andinspections of operations. Responsible for the oversight of the development of departmental policies and procedures and managing oversight to ensure staff adherence to desk guides. Presents findings and trends through virtual and live meetings, both orally and in writing to Contracts Management and Performance and IEN leadership.
Develops and maintains collaborative relationships within IVC to monitor and report on workload mechanisms (including internal and external) to support and foster IEN systems redesign and program growth. Responsible for the identification and/or prevention of problems in coordination within Contracts Management and Performance.
Provides consultative support and direction to Contracts Management and Performance staff members, to include leadership, by identifying effective process measures and monitors for quality- and performance-improvement. Responsible for presenting topics, presentations, data to Contracts Management and Performance, IEN and IVC senior leaders to ensure that improvements to processes spread to other work units and locations and that these improvements are sustained over time.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Physical Requirements/Working Conditions:
The work is mostly sedentary. There is moving or lifting of lifting of light objects such as books, files, and papers. No other special physical demands.
