This position is located under the Chief of the Center for Development and Civic Engagement (CDCE) at the Detroit VA Medical Center, Detroit, MI. and provides support to the CDCE Chief and service.

Duties

The incumbent is responsible for providing support to the facility's CDCE/Voluntary Service operations as the first point of contact for potential volunteers, patients, visitors, service organizations, corporate and community leaders, donors, and other internal and external stakeholders. The incumbent will be responsible for collection, compiling and or tracking of statistical information in support of program operations and to access status or out comes in relation to established performance measures, goals and objectives; receives and processes documents and reports in accordance with established procedures, uses software applications to draw information from various sources in order to prepare/assist in preparations of reports; assists in the planning, review and reporting of data, organizes and maintains data and retrieves computerized data. The incumbent will maintain a calendar of appointment of meetings, conference calls and scheduled leave as well as coordinates meetings, prepare travel papers, schedules conferences, and assists with approval of various leave that is requested by all staff members. They will serve as primary timekeeper for the CDCE office. The incumbent will lead the Talent Management System (TMS) program for the department and track the services obligations and maintain documentation for compliance to federal Regulations etc. The incumbent serves as the Records Control, Suspense Control, and Report Control officer for CDCE/Voluntary Service. This includes maintaining many physical and/or electronic records for reports due monthly, quarterly, annually, and ad hoc. Work Schedule: 8:00am - 4:30pm, Monday - Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS06 position you must have served 52 weeks at the GS05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and solving problems in a positive, goal-oriented manner and to make clear, well-defined decisions and recommendations. Design, write, review policies and data collection forms/techniques to assure compliance with reporting requirements and validity of the end products. Using purchase cards, procurement and acquisition policies and procedures sufficiently. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate level education directly related to the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events. Travel may also occur in support of outreach events and conferences. The incumbent must attend lengthy meetings both during and after regular scheduled work hours. Travel to other medical center facilities is often necessary.
