This position is located in the Highway Design Branch of the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration in Ashburn, Virginia. You will be primarily responsible for support of and promoting the implementation of quality principles and practices for engineering processes associated with the planning, design, and construction of Federal Lands Highways in the Eastern United States, Puerto Rico, and the Virgin Islands.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in analysis of key business processes, evaluating options and alternatives for making decisions and resolving issues, and facilitating task teams toward effective solutions; and Experience with strategic and performance planning, application of quality management principles and procedures to improve organizational performance; and Experience with project management methods and practices for the design and construction of roads and bridges, including the relationship of quality assurance with final Plans, Specifications, and Estimates. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.
