Duties
Joining Customs and Border Protection (CBP), Office of Information and Technology (OIT) will allow you to serve as an expert analyst or advisor to management on the CBP Records and Information Management program requiring application of a wide range of qualitative and/or quantitative methods for assessment of management processes, systems and mission support programs. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216.00 (GS-14 Step 10).

In this Management and Program Analyst (Records Management) position you will become a key team member of Homeland Security professionals. Typical work assignments include:
Providing subject matter expertise and is responsible for conducting and guiding others in the assessment and implementation of Records Management policies, directives, processes, systems and mission support programs to include, but not limited to, performance measurement and/or public and congressional liaison
Conducting and directing records management activities such as inventories of paper and electronic records, creation of records file plans, and directing CBP component offices with determining how to establish retention schedules and storage options for their records
Directing others, participating in, and guiding activity to ensure Records Management best practices are applied in the definition, implementation and maturation of Records Management services and processes
Directing others and actively participating in the development of guidelines, methods, strategic and systems plans in support of Records Management
Directing others and actively participating in the creation of and delivery of planning management through briefings, presentations and conferences for supervisors and high-level and executive management
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Planning, directing, implementing, coordinating, and overseeing major aspects of an organization-level Records Management program
Planning, conducting, or participating in in-depth analysis and special studies
Advising and providing counsel to employees and management regarding Records Management policies, procedures, and directives
Developing guidelines, methods, strategic and systems plans in support of record management

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/19/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
