Duties
Joining Customs & Border Protection (CBP) will allow you to utilize your expertise in program management and analysis to serve as an advisor on various aspects of acquisition functions and activities requiring application of qualitative and quantitative methods for assessment of management processes, systems, and mission support programs. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10).

In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved analyzing critical information obtained from CBP senior management. Typical duties include (but not limited to):
Providing expert analysis of Acquisition Decision Event documents and determines subsequent program goals and milestones. Reviews, analyzes, and provides governance of comprehensive product support strategy in acquisition and sustainment activities for the CAE.
Developing and evaluates acquisition management policies, procedures and other acquisition documents in assigned areas. Recommends future objectives and improvements; takes and recommends actions to achieve acquisition program and acquisition workforce objectives.
Provides technical assistance and direct support to PMO and acquisition staff in all matters relating to the application of acquisition planning, execution and oversight: performs analysis on problem definition and solving
Planning, developing and coordinating, delivering briefings, presentations, and conferences for senior PM, PMO managers or HQ acquisition staff. Represents the organization at meetings and conferences as directed by the supervisor.
Utilizing a wide range of innovative analytical and evaluative methods to develop reporting matrixes and ensure complex support strategies identify the best use of resources for the delivery of end-items that are reliable, supportable, and which achieve optimal readiness.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing, implementing and coordinating a segment of an acquisition program and supporting staff related to acquisition, plans, conducting special studies, and providing advice to managers on complex acquisition matters.
Monitoring management information systems for the analysis and tracking of complex program data.
Applying a wide range of qualitative and quantitative methods to assess complex management and program data.
Resolving broad and complex planning, evaluation, control, and ability to study possible solutions to problems; and an ability to provide authoritative advice to management throughout the department.
Utilizing a variety of written and oral communication skills to organizing and presenting oral communications and prepare comprehensive reports, studies, and correspondences.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/01/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
