About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ USSOUTHCOM Security and Intelligence Directorate located in Miami, FL.

Duties

Interprets complex legislative, regulatory, and policy guidance to prepare recommendations for management. Collects, interprets, correlates, and analyze employee-related data to identify employee behavior potentially indicative of an insider threat to national security information, operations, facilities or agency resources to include its workforce. Interacts with and assists security in support of formal investigations and/or inquiries to resolve insider threat-related matters, employee misconduct or violations of law. Responsible for conducting insider threat risk analysis management by reviewing insider threat reports for potential risk, and assessing threats based on human resources information and general security-related expertise. Develops methodologies, collects data, and produces NGB-wide trend analysis products and briefings concerning insider threat incidents, assessments, associated risks, and response/mitigation measures. Utilizes risk management and human resources best practices and procedures to assess and determine risk priority based on available information. Identifies potential risk reduction and/or control measures based on applicable regulations and best practices. Staffs and coordinates assessments and referral packages with appropriate organizations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI).
  • Must obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) and the Security Asset Protection Professional Certification (SAPPC) within their first two years of employment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). You will be evaluated on the basis of your level of competency in the following areas: CounterintelligenceProgram SecurityVulnerabilities Assessment and Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
