The Controlled Substance Program Coordinator (CSC), is aligned to the Director's office and reports directly to the Compliance Officer. The primary duty station is located on the James A. Haley VA campus. Travel may be required to any and all sites located within the Tampa VA Healthcare System. The CSC works independently to coordinate all aspects of the controlled substance inspection program and serves as the Tampa VA Healthcare system's Controlled Substance Coordinator.
Duties
Major Duties Include:
Independently designs and implements a comprehensive program for controlled substance inspections relative to every area of the healthcare system that stores, uses, administers controlled substances or other commonly diverted medications to ensure safety and control of all inventories. Each area's inspection design will be unique and conform to the specific processes performed in that area. The CSC must interpret the regulatory guidance and create and design inspections that comply, while also aiming to cause the least possible disruption in patient care. The CSC ensures an adequate number of Controlled Substance Inspectors (CSI) are available to complete the required inventories and inspections in each area that stores controlled substance.
The performance improvement function includes a full spectrum of managerial activities with the primary focus upon quality and performance of care with cost effectiveness and patient satisfaction, as well as to guarantee the facilities compliance with VHA Directives, Handbooks, local policies and procedures, and accrediting organization standards. The CSC serves as the principal advisor on issues of organizational compliance as they relate to controlled substances for the TVAHCS. The CSC utilizes staff interviews, inspection reports, and auditing tools to identify weaknesses within the healthcare system as they relate to controlled substance management.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-7 Minimum Qualifications
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provides timely and accurate monthly and quarterly reports
Assists in writing and updating local facility policy & SOPs as needed
Helps to establish and implement procedures for data validation
Advises and assists clinical and administrative services in writing, revising and adhering to local policy governing the storage, administration, and documentation of use of controlled substances.
Document and report on trends and frequency of non-compliance and develop a quarterly analytical review with guidance

GS-9 Minimum Qualifications
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Independently designs and implements a comprehensive program for controlled substance inspections relative to every area of the healthcare system
Provides education to all clinical leadership regarding management and surveillance of controlled substance usage within their area of supervision.
Decides the methodologies to use in achieving work goals and objectives, and continuously monitoring and improving inspection methods.
Directs and facilitates implementation of policy changes to reflect ongoing modifications to regulatory guidance
Analyzes, interprets and makes recommendations resulting from trending reports of all discrepancies.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education leading to such a degree or a masters degree.
Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is generally sedentary with visits to worksites requiring walking and standing, especially when conducting an inspection. Some bending, stooping, and carrying light items such as paper, binders and medical charts is required. Keyboarding, communications, either by telephone or in person, filing and record keeping are the principal activities.
