The primary purpose of this position is to serve as Eighteenth Air Force (18 AF) Infrastructure Readiness Program Analyst performing planning, analysis, formulation, integration and presentation to management on effectiveness and efficiency of physical and cyberspace infrastructure.

Duties

Applies Air Force military infrastructure/cyberspace operations expertise to serve as the Infrastructure Readiness and Cyberspace Communications Program Analyst and actively participates in strategic planning to improve organizational direction and focus using strategic-level engineering planning tools and techniques. Integrates planning, programming, analysis, formulation, justification, presentation, execution, and review functions associated with infrastructure and cyberspace communication readiness. Provides oversight and advocacy of multiple engineering and cyberspace communication disciplines to support the design, development, procurement, production, testing, evaluation, sustainment, or operational maintenance of systems with specialized applications. Communicates effectively. Maintains routine contact with Air Mobility Command (AMC) Deputy Directors, Installation and Mission Support Center (IMSC) Detachment Commanders, United states Air Force Expeditionary Center / Vice Commander (USAF EC/CV) and Division Officer (DO), Head Quarters (HQ) 18 Air Force Commander (AF/CV) and DO, subordinate Wing Vice Commanders and Group Commanders, as well as direct reporting units.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery level knowledge of Department of Defense (DoD), Air Force, Air Mobility Command, Installation and Mission Support Center, United States Air Force Expeditionary Center (USAF EC), and 18 Air Force (AF) policies and procedures, and Air Force expeditionary combat support policies, processes, and roles. Mastery level knowledge and ability to analyze, develop and implement integrated approaches and solutions to infrastructure and cyberspace communication readiness problem sets, policies and procedures. Required for decisions that are used to significantly improve effectiveness and efficiency of synchronized response and expeditionary support in units subordinate to the 18 Air Force Commander (AF/CC). Expert level knowledge of Program Objective Memorandum (POM) and Future Years Defense Program (FYDP) processes to include budgetary, cost, and program analysis policies, precedents, goals, objectives, regulations, and guidelines of the organization or component organization or program assigned, the sources, types, and methods of other organizations components and organizations, and financial relationships between the assigned programs and programs of other organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of United States Air Force (USAF) command and control, missions, joint command structure and organizational relationships. Includes mission, roles, functions, organizational structures, and operation of the DoD, USAF, and organizations that govern, interface with, and influence the Mobility Air Forces. Includes a broad range of methods and techniques used in integrating activity management plans in two or more of the following fields: Architecture, Civil Engineering, Cyberspace Communications, Environmental Engineering, Fire Protection Engineering, Electrical Engineering, and Industrial Engineering. Knowledge of DoD Planning, Programming, Budgeting, and Execution (PPBE) process, USAF Program Objective Memorandum (POM) and Future Years Defense Plan (FYDP) with Major Command (MAJCOM) units budgetary processes; as well as, understanding of different monies available through DOD and other Departments to conduct military airlift, air-refueling and aero-medical evacuation and related support activities. Knowledge and skill in applying analytical and evaluative methods and techniques of a wide range of qualitative and quantitative methods for the assessment and improvement of installation-level plans and programs. Extensive knowledge and skill in adapting analytical techniques and complex evaluation criteria to the measurement and improvement of business program effectiveness and/or organizational productivity. Skill in designing and conducting comprehensive studies to develop and utilize appropriate data collection techniques; and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major programs and initiatives. Understanding of the interrelationships of programs and functions and the collateral effect of changes to sustainment, modernization and funding of appropriate data collection systems such as information systems that include Cargo Movement Operations System (CMOS), Deliberate and Crisis Action Planning and Execution Segments (DCAPES), Global Air Transportation Execution System (GATES), Global Decision Support System (GDSS), Integrated Logistics System - Supply (ILS-S), Joint Operations Planning and Execution System (JOPES). Ability to independently and lead teams to research, analyze, interpret and apply rules, regulations and procedures at the deepest level. Comprehensive ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations to very complex and technical issues. Includes in depth knowledge of program goals and objectives, sequencing and timing of key program events and milestones, and methods of evaluating program requirements needed infrastructure and cyberspace IT support. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures at the command level. Ability to effectively demonstrate communications skills to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve the intended goal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
