This position is located in the Competitive Services Section (CSS) within the Staffing and Classification Branch (SCB), Division of Human Resource Management (HRM), Office of Information and Resource Management (OIRM). The SCB Specialist has responsibility for providing operational services in the areas of recruitment/staffing, compensation, information systems, special programs, program management, position management, and classification to the agency and for developing policy in these areas.
Duties
As a Human Resource Specialist,you will perform the following duties:
Provide the full range of staffing, recruitment, position classification, position management, compensation, and workforce planning services.
Serve as a key member of an HR Service Team, and support one or more customer organizations within the NSF.
Develop and maintain effective relationships with senior management officials to provide thorough HR management advisory and technical services on a broad spectrum of substantive HR issues/problems/concerns.
Analyze data/reports and provide recommendations to address organizational needs.
Conduct workforce planning activities with assigned organization(s) by providing input and analysis to organizational workforce goals, staffing gaps, and workforce transformation activities.
Coordinate and facilitate the completion of recruitment/staffing and classification actions, and reorganizations for both the competitive and excepted service.
Perform quality control and quality assurance activities related to human capital functions.
Lead and manage special projects related to human capital issues.
Utilize the various HR Information Systems to perform critical human capital functions related to staffing, recruitment, processing, and onboarding.
Qualifications
To qualify at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service providing guidance to managers on effective methods of federal recruitment and staffing. Examples of specialized experience for this position include: conducting job analyses and developing crediting plans; making qualification and eligibility determinations and issuing certificates; processing personnel actions for competitive and excepted service employees; developing position descriptions, preparing evaluation statements; and overseeing the recruitment process. OR
Possess a Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related. OR
Possess a combination of graduate-level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position.
To qualify at GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service providing strategic advice and guidance related to classification, staffing, recruitment, and compensation for federal professional, administrative, & scientific positions. Examples of specialized experience for this position include: making & overseeing qualifications & eligibility determinations, & issuing certificates under Merit Promotion, Delegated Examining, & various excepted service authorities; providing guidance & oversight on pay-setting, processing personnel actions & other compensation related activities for excepted & competitive service employees; performing tasks related to classification & position management; providing advice & support on planning & implementing long & short term strategic human capital activities & workforce planning functions; & overseeing the entire recruitment process.
To qualify at GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service performing and providing technical guidance on all aspects of the federal classification, recruitment, and hiring processes, to include both competitive and excepted services appointments. Examples of specialized experience for this position include: recommending strategies related to recruitment, long and short-term workforce planning while ensuring the legality and propriety of actions taken; and skill in applying position classification and management principles to assist management with the establishment of efficient and effective organizational structures and position descriptions; and knowledge and skill to advise on setting and adjusting pay; implementing and applying pay schedule adjustments, and special salary rates; issuing and reviewing merit promotion and delegated examining certificates; and managing agency special programs such as Pathways, the Selective Placement Program, and/or Veterans Programs.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
FOR GS-11: Education may be substituted for experience as described in "Qualifications." If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
FOR GS-12/13: Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
