The primary purpose of this position is to provide the organization and other areas of responsibility with objectively based information for making decisions on administrative, programmatic, budgetary and financial management, and personnel aspects of agency operations and management.
Duties
Assesses the organization to determine short-range and long-range functional requirements.
Serves as point of contact and project manager for various programs and projects for the Command Section, and other areas of responsibility (may include Judge Advocate, Small Business Office, Equal Opportunity Office, Alternate Dispute Resolution Office, and Federal Executive Board.
Recommends and implements new policies, practices, and procedures that provide responsive direction to Command Section organizations.
Briefs representatives and personnel of Command Section organizations and other areas of
responsibility.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of management operations and organizational productivity; conducting comprehensive financial, manpower, and organizational analyses of a wide diversity of functions, and work processes and provide management consultant capabilities to improve mission effectiveness, resource efficiency, and provide resource savings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of management and organizational principles and practices along with a knowledge of human resources functions and budgeting work.
2. Knowledge of analytical and evaluative methods and techniques to apply to issues or studies concerning the efficiency and effectiveness of organization operations.
3. Knowledge of the mission, major issues, program goals and objectives, work processes, and operations of the Command Section and origanization.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/ or organizational productivity.
5. Knowledge of computerized financial/budget systems, personnel systems, and other systems as required,
6. Ability to communicate effectively, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve overall Command Section and organization goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
